One domain with keyword optimized pages or multiple domains

Hi There.
I have a client in the real estate law services business. Which is better for long term search traffic?
1. A single domain ie. smith and smith law.com with pages focussing on each neighbourhood they operate in ie. .com/real estate law manhattan.php, .com/real estate law brooklyn.php etc
or
2. multiple domains each focusing on one neighbourhood the business operates in ie: real estate law manhattan.com, real estate law brooklyn.com etc

Getting links to multiple domains fragments your efforts. Unless we're talking about an exact match domain the long term benefit does not seem that interesting. Not to mention branding. There was a recent post about this in the blog actually, if anyone can find the link.

Numerous duplicate destination URLs from within one menu - potential impact for on-page SEO?
Hello all What is your evaluation in regards to a number of links (different anchors) targeting the same destination URL from within one and the same menu (on the same website)? Keeping it brief: Think of a top menu drop down entry, that needs to feature the alphabet (each letter has it's own sub-entries). However, the actual letter itself is not represented by a page (it has no URL either). So far so good. However, when testing the menu on a mobile device, the letter entries are still treated, as if they were non-existent pages - thus throwing a 404 when clicked. In order to avoid people getting a 404 when clicking on any letter, it would be ideal, if they were directed to any main page (the same destination URL though). However, that would mean 26 times the same destination URL from within that menu. Is this approach potentially bad for SEO, hence there would be numerous duplicate destination URLs in place? Please mind, I am not inquiring for help on how to arrange the actual menu. I am concerned about the impact, identical destination URLs could have on the on-page SEO. Is it better to have an hreflang go to the home page in a different language if there's no corresponding page
If I have some pages in English, but not in Spanish on my website: Should my hreflang go to the home page on the Spanish site? Or should I not have an "es-MX" hreflang for that page? Ideally I would have all the pages translated, but this has not all been done yet.

Tools for seaching for keyword rich domains
Could I get some recommendations please for tools that will help me find keyword rich domains in my space. Also I did try out the Go Daddy bulk domain checker (just copy and paste domains into box) but it doesn't let me bulk search .co.uk domains. Any ways around that one?

Word structure on page optimization
My question is this. I have a scrabble dictionary site and I list a ton of words on the page. I removed then as links just in case Google might be thinking i am spamming, but could there be a difference in listing words like this word1, word2, word3, word4, word5 and instead like this word1 word2 word3 word4 word5 could the first way trigger Google that I am spamming?

If i only want to rank for one specific keyword and use it in all my page titles, will it negatively affect my rankings?
If i want to rank highest for one specific keyword (virtualization management, for example) and use that keyword in all the titles on my website, will that negatively affect my search rankings? SEOmoz is telling me that i should use unique titles for my different pages to ensure that they describe each page uniquely and don't compete with each other for keyword relevance.
