Spam Link Building Discovered - What would you do?

Hi Mozers,
After investigating our no 1 competitor we have discovered their 87k back links comparing to ours 1k. After dipper investigations we discovered that all the back links are gained by the websites created by themselves.
So what they did is - they had purchased 10+ domains and created 10+ new websites that are identical as their original .com version. EVERY SINGLE LINK on these 'new' websites link to their .com version. The 'New' websites are not indexed.
Literally each of us can do the same and gain thousands of back links, but isn't it violating google's policy?
What are your thought on it?
(What is the best practice to report the violation of google's policy to Google?)

Thank you for your time Egol. According to Moz our website is outranking my competitor's website in all other metrics other than total external links. Hope we will outrank them on google as well

I always remind people that Black Hat techniques like this can succeed in the short term but seldom produce the desired result in the long term. Google has a small army of highly paid smart people who want to catch things like this (see Panda, Penguin, etc). When Google does catch this (assuming they haven't already) they will almost certainly face some sort of penalty.
My bet is they're spending the newness of their sites on this technique (a new site has no rank but no penalties either). It probably gives some initial boost until Google catches on with their slower systems (Panda and Penguin are both slow in refreshing). A spam report to Google might draw a manual penalty to the main site but, as Egol said, this is a lot of wasted time and effort on their part.

I am more amused than bothered by competitors who do this. Those "manufactured websites" do not have any links into them from other legitimate sites, so they have no link power to pass to the competitor's main site. This activity has zero benefit in my opinion. If these competitors have good rankings, I believe that it must come from other things that they are doing.
I hope that all of my competitors spend at least 50% of their development budgets on this activity. I have no fear of it. In addition to being a waste of their time, I think that doing this can damage their main website's ability to rank.

Right, but original .com version is not deindexed (!?) and that is the issue at the first place. They are manufacturing links and it works for a long time now. Their .com website still ranks high.
As you have said 'Google has been killing one of those pages or the entire site for a long time' - killing ONE of those pages or sites is not sufficient enough. What about the original page/site which still ranks? Nobody cares for their duplicate websites being deindexed.
Than you have said 'In the long run you still only have one site, sometimes it will be damaged by these efforts.' - well, the one website which ranks is all they need :). If 'sometimes' will be damaged, than it still means that it is OK to manufacture links by duplicating website, and take the risk to 'maybe' become deindexed.
Theoretically every website owner can create duplicate websites and manufacture tons of back links. It makes the white hat link building pointless. If you ask me this is very much violating google's policy and they should be reported. Otherwise, why don't all of us do the same!?
It is irritating to see someone acting spammy getting better rankings...

"Manufactured links" on "duplicate websites" have been discounted by Google for at least 15 years. If you build an identical website and link from Identical Page A to Identical Page B, Google has been killing one of those pages or the entire site for a long time. In the long run you still only have one site, sometimes it will be damaged by these efforts.
If these people were competing against me, I would enjoy seeing them buy a few more domains and put time into tossing up identical sites. No need to report them. Google has deindexed these "New" websites.

Hi Guys, I am very new hear. I just joined. I have a few websites that I need to manage. I am looking for a software that will allow me to manually add the links that I have been able to acquire. It would also be a bonus if it could search for the links to my site and to see if its still active. Because I have a freelancer working a few hours a week on link building and I need to keep track of the links. I am looking for something simple and good. Any suggestions? Link building - where to start?
Okay - we have around 200 natural links pointing to our domain, some good, some not so good; today I've spent some time removing any bad, spammy links pointing to our business domain and we're just about there. Now I'd like to start a link building strategy. To be fair, I've assumed for the past year or so that link building is dead, unless you can get natural, really good links - which in the mobility and elderly products industry can be quite difficult. I have recently created a blog on our website - could RSS feeds be a benefit too?

Link Building - Affiliate Link Programs
I'm getting some conflicting information when researching this... I want to create the most organic link building strategy that not only gets high authority sites linking to a website, but relevant websites. I'm creating an affiliate link program where I link to partner and affiliate companies, who in turn link back to me. The question is where to put these links. I was initially thinking of putting them in the footer so they add credibility to every page, and in turn ask my affiliates to do the same thing. However; some sources say that Google no longer looks at links in the footer section. Is it true that Google doesn't count links in footer sections? And do you have any tips on creating this Affiliate Link Program?

What are the pros and cons of using a link builder? Can link building be outsourced?
Hi, I have great content on my website which I would like to build external links to from other websites. I am told this will increase my domain authority and ultimately help search engine ranking positions. I have very limited time in my hands and now thinking of outsourcing the link building component to a specialist. Is this a good way of doing it? Could you recommend professional link builders?

Link building from keyword domains
Hi all, I am currently working on link building to our site http://www.betxpert.com which has a number of keywords I am targeting. I have become aware that domains with the keywords are available. We (in Danish) target the phrase "ekpert tips" and the domain www.eksperttips.dk is available. Would it be a good thing for us, to register this domain and do one of the following things: a) DNS forward traffic to our main site b) Build a small blog with minor content and linking to the main site with text links with the tekst "ekspert tips"? c) Simply do nothing, save the money and spend it otherwise... Hello all ! I would love some opinions about one Link Building technical aspect from SEOs, link builders ... How important is the number of outgoing links on the page you have the opportunity to place a link ? (from a scale of 1-10 / what about where dose this factor fits overall with your check list , as important to consider as far as link building) Would you place a link on a page with 200+ outgoing external links if the page is ok (not involved in selling links, all links are related with the subject, target page, anchor text etc) or you would go with a link on a 10-15 links per page but not that 'powerful' and not that related (not spammy but more general on the subject that can contain links to some other non related resources). Eg: Option 1: www.whatever-name.com/links.html the entire domain is about x. It has 250 links in that page (in the links.html) all links on the links.html pages are somehow related / resources with x. How many nofollow links should we build to have a natural link profile
Hi guys, As with many link builders we have been building lots of dofollow links for our site, so many that mainly our incoming links are dofollow. Some pages have 99.5% dofollow external links which I know is not very natural. In your experience in terms of percentage how much should you have in terms of nofollow external links in your link profile. I noticed SEOMoz has about 12-13% nofollow external links, shall I go with this figure? Thanks guys. David
