Should I establish a Webmaster Tools site per language?

Our company services multiple regions. Our website is setup for France, International (en-gb), Spanish, United States and China. The websites share a common template and format and menu tree but each has unique content.
Should I use a single Google Webmaster Tools site for all of these or establish each of them as a unique website?

In theory - yes, but here is how look in practicle:

Just check examples with "bandwagon" or "carro". I'm not sure how this happen but i can often see similar results since our Bulgarian language is close to Russian. So in bulgarian SERP i can see sometimes russian results. Of course result is relevant, just different country.I also have site related to Greek language. But this site can be visited from Cyprus and other worldwide locations due keywords. I can attach SearchConsole and Analytics screenshots if you don't believe it.

What is currently taking place is that in the US I am competing with my international english website for top spot and the international english website often wins. I was hoping that I could assign international targetting to each and that the effort would help Google point users to the most relavent content but according to https://support.google.com/webmasters/answer/62399?hl=en:
"This setting is only for geographic data. If you're targeting users in different locations—for example, if you have a site in French that you want users in France, Canada, and Mali to read—don't use this tool to set France as a geographic target. A good example of where it would be useful is for a restaurant website: if the restaurant is in Canada, it's probably not of interest to folks in France. But if your content is in French and is of interest to people in multiple countries/regions, it's probably better not to restrict it."
So, to answer my previous question it looks like this will often lock the results into the country.

I'm not sure because Canadian Quebec users for example can see .fr results in their SERP. Same can happen with Latin/South America and .es results. Just because language...

Thank you for your answer. In our case the following applies:
"If your website is using different folders with gTLDS (example.com/de;example.com/es;example.com/fr) - yes you can verify them and setup to specific geo-location."
For now, we won't be implementing HREFLANG tags but I am considering assigning each website in Webmaster Tools an International Targeting setting. If I assign this value, for example the french website to France, I shouldn't necessarily see the French website show up less in, let's say, Canadian French searches, correct?

- If your website is is using different ccTLD (.de/.es/.fr) domains - yes you can verify them and set to specific geo-location.
- If your website is using different gTLDS subdomains (de.example.com/es.example.com/fr.example.com) - yes you can verify them and setup to specific geo-location.
- If your website is using different folders with gTLDS (example.com/de;example.com/es;example.com/fr) - yes you can verify them and setup to specific geo-location.
- If your website is using url parameters (example.com/?hl=de;example.com/?hl=es;example.com/?hl=fr) - no you can verify them only once and setup to only one geo-location.
Whatever your structure is - please use hreflang to avoid duplicate content and provide even better experience for users and bots:

Why Does This Site Rank Well?
I noticed recently that the website of a local church (http://www.lifepointfc.com/) has climbed toward the top of the SERPS, and I cannot figure out why. The on-site SEO seems mediocre, at best, and their domain authority is 15 while their homepage authority is just 19. Does anyone see how they are working their SEO magic?

Simple on-site SEO - bet practice for keywords in content
Hello, The Moz on-page grader will give a grade of A if the keyword appears exactly in the content at least one time. If there are 500 words and a lot of it is about the main keyword, what have you found to be important to look for beyond the on-page grader - beyond the one exact instance of the keyword? I'm specifically talking just about keywords in the content. My guess is that it needs to occur 3 or 4 times in different forms and at least once exactly, but the on-page grader doesn't require it. What have you found?

Keyword usage in eCommerce Sites - Danger of keyword stuffing?
Hi all, I'm having a little difficulty deciding the best approach for selecting my product titles as I've encountered a few issues. I understand how important it is to try and use the keyword in your product titles, but about the category page that lists all of these products? One of category pages, for example, has 16 products on it. Each has the product title followed by the keyword. I have also used the keyword in the category title, URL, breadcrumbs and two or 3 times (because it was natural) in a paragraph that describes the category etc. Due to the little amount of text on the page, and the sheer amount of times that the keyword is being used, it looks like I am keyword stuffing (By Moz On Page Report Card). I think it came to 23 uses of the same keyword altogether. This is the pretty much teh same throughout every category page on my site, and think I was penalised by Google for this reason. I'm a relatively new site and have done everything by the book as far as I know, so everything is pointing at this to be the cause of the drop/disappearance in ranking. How do I rectify this problem? It's important for the products to have the keyword in, right? As this is one of the SEO practices that is given more weight when considering rankings. I have thought a potential way around this, which is to split the keyword between an exact match, and a variant of the keyword in the titles - only very slightly though. So my product titles would look like 'Product A Exact Match Keyword', 'Product B Variant on Keyword' etc. Could this work? Can anybody advise on the best thing I could try? Site Cleanup Operation
Hi, I hope you can help, I have been asked to look at a friends site that is simply shocking, but somehow ranks for its main target keywords, mainly because they are easy. But going through the site he has like 350 links on his menus that are all follow so I need to change them to nofollow, but should anything else normally be marked such as no index etc on a menu link. Also upon doing a Moz scan there are something like 250 missing meta descriptions from old blog posts. When I looked closer they had been using the blog section for posting relevant news headlines, but thats it, So he has 250 useless, low quality blog posts. My question is, what should I really do with them, ie delete, redirect, canonical etc. Any help is much appreciated. Thanks Paul

ECommerce Site Breadcrumbs Best Practice
I'm working on an Ecom website and I was wondering - For breadcrumbs - is there an SEO and/or UEx preference when it comes to taking them back to the homepage? I have the option of going CATEGORY > SUB CATEGORY > SUB CATEGORY or HOME > CATEGORY > SUBCATEGORY > SUBCATEGORY Each example is hyperlinked except for the lowest level. Thanks
