What came first the content or the keyword research?

So I've been searching high and low to try and answer this. I just cant seem to get this part down and i know its the most important part.
I always run into the issue where i am building a e commerce or some other site and i have it all set up but no content. So i start doing keyword research. In which the market niche that i am working on now is really broad, so its really hard to research. I then end up getting frustrated because the competition for the words are really high. But back on track, i get frustrated and then kaboom! i don't get the results i want and i am back to square one and no content is made or nothing. So my webpage gets nothing.
So i took a step back and wondered, should i make all the content first and then the keyword research and then go back and "revise" my website content with all my keywords that i a trying to target? Sounds like a dumb question but i just wanted feedback and input on how people do this and go forth with everything.

Here is what I do....
For an ecommerce product I decide what words people are going to use when searching for it. These might be brand names but often they are descriptive generic terms. I might use wordtracker or a similar service to look at the volume. I then write an original product description of very generous length describing many features using natural language.
That's it. I write to what I believe people are looking for and don't allow competitive volumes to scare me away. Don't fear competition because where there is competition there is also (usually) a lot of traffic and where there is a lot of traffic there is (usually) a nice amount of money changing hands.
I do the direct frontal attack because I know that most of the chickens are outsmarting themselves by attacking tiny money on phrases obscurus. That's what the expert SEOs tell them to do.
When writing informative content I do the same thing as described above. I decide how people are searching for it and write very generous content, attempting to make my document one of the very best on the web for that topic.
If you are a reasonably smart ambitious person don't fear competition - bet on yourself. If you are lazy or not so smart then I suggest getting a job somewhere else. You probably will not earn a good living in a highly competitive industry.

Keyword optimisation
I have a few questions regarding keywords that we are wanting to optimize on our site. This may be a bit basic so if this had already been answered elsewhere let me know. Question 1: How many time can I refer to the one word on different pages on the site ? Is there any rules around this? In theory the keywords we are looking to include will be relevant to these pages. **Question 2: ** Should I use different variation of the key word or is the one variant fine? Multilingual keyword research
Does anyone have any experience in multilingual SEO? We are looking for software that conducts research for GEO Locations such as UAE, Oman, Bahrain, Kuwait, Qatar, Saudi Arabia, Pakistan & India. Writing content for each of these countries is difficult unless we speak their language, we could look at outsourcing the translation but conducting keyword research for each location is almost impossible.

Keywords for fabrication (welding) company??
I've been tasked with finding the keywords for our website. The difficulty I'm finding is receiving help from the fabrication personal to suggest keywords. I'm not sure if its peoples imagination or if there's a general unwillingness. Can anyone make any suggestions here? Is there a fabrication or welding keyword database I can put to them and hopefully get their brains working? Or even a way to see what keywords our competitors use?

Adding qualifiers to keywords?
I know that it's worth adding qualifiers to high value keywords to create long-tail variations which will later have the potential to rank well for the main keyword as well... My questions is, how important is it that the newly-formed keyword/phrase also be evaluated for search volume? E.g. "tips for job interviews" has a high search volume, but scores 72 in the Keyword Difficulty tool - quite high. I would therefore be tempted to create a "10 tips for job interviews" articles or something similar, yet THIS particular phrase is searched for <10 times per month... If there are not any easy-to-find qualifiers that also create a well-searched for keyword/phrase, is it still worth adding them?

Local Keyword Strategy
Good morning! I'm working on building out a new website for a regional insurance agency specializing in auto insurance for high risk drivers (ex. Tickets, Accidents, Dui's, etc.). Due to the competitive nature of our industry, I believe it is best to focus on very localized long tail keywords, instead of broad terms I don't have any chance of ranking for. Our keyword research indicates that there is an opportunity to optimize and potentially rank for keywords that include geographic modifiers for towns and cities within a roughly 50 mile radius. The problem is, there is only so much you can say about auto insurance. On the one hand, I would like to have individual landing pages for each keyword phrase. On the other hand, I don't want to look manipulative to Google or hurt user experience by creating a bunch of pages with relatively similar content. Can anyone offer some advice on how I can structure the site/content to optimize for each geographic modifier without having lots of pages that are very similar? Thank you!
