Duplicate content due to numerous sub category level pages

We have a healthcare website which lists doctors based on their medical speciality. We have a paginated series to list hundreds of doctors.
Algorithm: A search for Dentist in Newark locality of New York gives a result filled with dentists from Newark followed by list of dentists in locations near by Newark. So all localities under a city have the same set of doctors distributed jumbled an distributed across multiple pages based on nearness to locality. When we don't have any dentists in Newark we populate results for near by localities and create a page.
The issue - So when the number of dentists in New York is <11 all Localities X Dentists will have jumbled up results all pointing to the same 10 doctors. The issue is even severe when we see that we have only 1-3 dentists in the city. Every locality page will be exactly the same as a city level page. We have about 2.5 Million pages with the above scenario.
**City level page - **https://www.example.com/new-york/dentist - 5 dentists
**Locality Level Page - **https://www.example.com/new-york/dentist/clifton, https://www.example.com/new-york/dentist/newark - Page contains the same 5 dentists as in New York city level page in jumbled up or same order.
What do you think we must do in such a case?
We had discussions on putting a noindex on locality level pages or to apply canonical pointing from locality level to city level. But we are still not 100% sure.

You'll definitely want to take care of the duplicate content issue. Rather than using a noindex tag, we usually recommend using a canonical tag in this situation. If you're able to only show the canonical tag on pages that have fewer listings, that would be great.
Another option would be to always make sure you have a certain number of listings showing up. Perhaps in those cases where you only have a limited number of listings you can show listings from other cities in the area? I know in our area, I wouldn't have a problem traveling to another city in order to get the service (like a dentist) that I need.

Page Indexing without content
Hello. I have a problem of page indexing without content. I have website in 3 different languages and 2 of the pages are indexing just fine, but one language page (the most important one) is indexing without content. When searching using site: page comes up, but when searching unique keywords for which I should rank 100% nothing comes up. This page was indexing just fine and the problem arose couple of days ago after google update finished. Looking further, the problem is language related and every page in the given language that is newly indexed has this problem, while pages that were last crawled around one week ago are just fine. Has anyone ran into this type of problem?

Partial duplicate content (reviews) on product pages - is this ok?
Hello, we recently received some really good reviews about a range of products we sell (there are normally 8 products in a range). Due to the industry we are in it made no sense to try and get reviews on each individual product within the range as they differ only ever so slightly. So my question is we want to add these reviews to each of the 8 products that lie within each range, but by adding them it would mean that each page has around 600 words of unique product description followed by approx 600 words of reviews that are the same on each of the products within that range. Is this ok? my only other option would be to screenshot the reviews and upload them as images below each product description. If anyone could offer advice here that would be much appreciated. Thanks

Joomla: content accesible through all kinds of other links >> duplicate content?!
When i did a site: search on Google i've noticed all kind of URL's on my site were indexed, while i didn't add them to the Joomla navigation (or they were not linked anywhere on the site). Some examples: www.domain.com/1-articlename >> that way ALL articles are publicly visible, even if they are not linked to a menu-item... If by accident such a link get's shared it will be indexed in google, you can have 2 links with same content... www.domain.com/2-uncategorised >> same with categories, automatically these overview pages are visible to people who know this URL. On it you see all the articles that belong to that category. www.domain.com/component/content >> this gives an overview of all the categories inside your Joomla CMS I think most will agree this is not good for your site's SEO? But how can this be solved? Is this some kind of setting within Joomla? Anyone who dealt with these problems already?

Uservoice and Duplicate Page Content
Hello All, I'm having an issue where the my UserVoice account is creating duplicate page content (image attached). Any ideas on how to resolve the problem? A couple solutions we're looking into: moving the uservoice content inside the app, so it won't get crawled, but that's all we got for now. Question about content on ecommerce pages.
Long time ago we hired a seo company to do seo in our website and one of the things they did is that they wrote long text on the category pages of our products. Example here: http://www.theprinterdepo.com/refurbished-printers/wide-format-laser-refurbished-printers Now my marketing person is saying that if its possible to put the text below the items, technically I will find out how to do it, but from your seo experience, is it good or bad? What about if we short those texts to one paragraph only? Thanks

Duplicate Content Issue
Hello, We have many pages in our crawler report that are showing duplicate content. However, the content is not duplicateon the pages. It is somewhat close, but different. I am not sure how to fix the problem so it leaves our report. Here is an example. Different TLD's same content - duplicate content? - And a problem in foreign googles?
Hi, Operating from the Netherlands with customers troughout Europe we have for some countries the same content. In the netherlands and Belgium Dutch is spoken and in Germany and Switserland German is spoken. For these countries the same content is provided. Does Google see this as duplicate content?
