Having a Keyword in # is not that important in 2018, Do you agree?

Earlier having a Keyword in
was one of the important ranking factor or at least every SEO guru use to suggest this. But, of late, we are noticing that Google is not giving much weightage to it.
What are your thoughts on this?

We have had this lively debate at our agency and another factor is ADA conformance - which requires an H1 for screenreaders. Does anyone have research as to if the H1 is visually hidden (but in code for screenreaders), this is a black hat technique or acceptable? Looking at even Moz's own site and Google for H1 best practices is a rabbit hole of this H1 argument between developers and marketing.

Yep, I always try to figure out user's intent and then try to match: Search Query = Page Title in Serps = Relevant landing page's H1. Always works great for us!

Some people will argue endlessly and to their last breath about that.
But, we have <title>matching <h1> on thousands of pages and the result has been killer against difficult competition. </p> <p>One must be careful not to blindly follow everything one reads about SEO in forums, in tool instructions and in articles because at least 40% percent is outdated, another 20% is rubbish, and another 20% is prattle. (and much of what I have written falls into those categories too)</p> <p>The best thing to do is to decide who you are will to believe rather than what you are willing to believe, look at the date, then bet on your own judgement.</p> <p> </p></title>

I want the target keyword in
for search engines - because I think that it is helpful to ranking. And, I also want the keyword there for the visitor - because it tells them "You Have Arrived".

Yep exactly! Every page should be targeted to a specific keyword theme, therefore it makes sense the keyword is in the h1 so the user (and Google is one of those users) knows exactly what the page is about from the get-go Good luck!

My thoughts are that it is the overall content on the page which is important. Having semantically connected keywords and phrases in a well written, contextually strong format which conveys the theme of the page perfectly.
I don't regard H1 on its own as a ranking factor but as part of defining the theme of the page, it is absolutely essential.
Using H2s to further break up the content into well defined closely related blocks of text is also very important.

Importance of City in Title?
Anyone doing SEO for a local business ever tried to do an A/B test between city name in title and not in title? Seems that if you have a Google Places for Business Listing and have correct NAP on your web pages, Google places heavy importance already on that when determining geographic relevance in their algo. As a business expands, maybe not that far from their original service area but starts to offer services in other nearby cities some of which may be as big of a population as the city the business is located in, it seems to make less and less sense to put city names in the title if not for the basic reason of making the title too long. But what if your primary area is basically three cities and including them pushed your title to say, 90 characters. How much does city name in the title tag matter when you are already coming up the local 3-pack map listing on search results for the relevant cities?

ECommerce Products substantially similar but with important differences?
Hi eCommerce gurus, We sell a number of products, electrical in nature where the unit is from a group (sub-model is probably a good description) but each has important different physical properties. An example description is: #1 Clipsal C-Bus Wireless Plug Adapter 1 Channel Leading Edge Dimmer, 3A C-Bus Wireless Plug Adaptors allow mains GPO operated equipment to be controlled as part of a C-Bus Wireless network. The buttons on a C-Bus Wireless Plug Adaptor are able to control a load connected directly to the unit and control loads connected to other C-Bus Wireless units. Also, buttons on C-Bus Wireless Wall Switches can control a load connected to a Plug Adaptor.Each button can be programmed to function as an on/off, dimmer or scene control, as well as a number of other options. The other 2 in this group are: #2 Clipsal C-Bus Wireless Plug Adapter 1 Channel Trailing Edge Dimmer, 2A #3 Clipsal C-Bus Wireless Plug Adapter 1 Channel Relay, 10A but the item description details are really the same as #1. This trips Roger's duplicate content error and so probably Google's as well. I can consolidate into one product with 'options' but then can't list the three products discretely on Google shopping etc, and currently the 'Category' is a much wider 'Wireless Automation Products' which I don't really want to sub-categorise into 'C-Bus Wireless Plug Adapters' with three items in it making it harder for people to find. I can 'Spin' the description but this seem stupid and even more so for other items I have that have 12 different derivations of the same basic product Any Suggestions?

What would cause a sudden rise and drop in keyword ranking?
I made one change to my site - creating a good, relevant, title. A few days later, ranking for a keyword jumped pretty well - which is what I was expecting. We were ranked 9th. Then the next ranking report showed a 20 place decline. What would cause this?

Local Keyword Searches With Broad Terms.
I am able to do keyword research for any term that I want,. However, I want to see results for broad keywords in local areas.... For example.. Hair cut Miami may get 100 searches a month. How can I find the number (x) of search volume for "Hair Cut" searched within Miami, FL.? If I add the 100 and the other number (x) it may be worth the while to build.
