What are the first linkbuilding actions I should take?

I am building a couple of brand new websites for myself and a client. I'm operating on a fairly limited budget ~$1000.00 for 3 sites. All 3 are in the life sciences and chemistry field.
If you were me what are the first sites you try to get links from?
Or should I just hire a link building service like Paul and Angela's?
I guess Im looking for specific domains that are a must to get links from.

Thanks Kerry. That was my plan. To slowly build directory listings, then work up to anchor links.

Agreed, as that would seem a little more natrual. After I let one website age, I then used some directory postings -- I knonw alot of people don't like those, but they helped me gradually grow as a next step

Linkbuilding - Which is best?
Okay so we all know that: 1 Link on 10 Sites > 10 Links on 1 Site (potentially untrue with spammy links on 1 site than 10 links on high authority but that's not the point of this discussion) I've had some discussions at work I seem to be fighting a losing battle... So the questions is... which is better? 1 Link on 1 Site vs 5 Links on 1 Site (same site) We seem to operate on the form of - once we have a link from the site (in most cases blogs for product reviews / guest posts) - that's it , we move on and never talk to them again. For continued growth of links, would it be beneficial if we guest posted on some sites once a month? Then we get a steady stream of links each month.

Concerned about quality of backlinks - should I take action?
I regularly work on websites to which previous SEOs have built questionable backlinks. This morning I've just been analysing some backlinks - found 40 odd were coming from 20 odd websites which all had the same gentleman as personal registrant, who happens to be the boss of an SEO company. The SEO company name is mentioned in registrant details too, and often on the websites in question (including weblinks from some of these 20 odd websites to the SEO company). I did note the IP addresses / hosting for these websites did vary though, as did the postal address of the individual in question, perhaps throwing Google off the scent a bit. I should add that these websites are virtually all tourism related/themed, with up to a few dozen backlinks per page - usually articles. It's very clear they are backlinking to keyphrases. Now, this kinda thing<a></a> sets the alarm bells ringing. Firstly, this looks like an infringement of Google Webmaster Guidelines. Secondly, it doesn't sound like a White Hat technique for building links! Am I correct? I guess it might be denied they are partner pages due to the quality of content, perhaps, which isn't as spammy as it might've been. However, I suggest these are at least paid links because there is no other clear way of getting content on these pages, as far as I can see.<a></a><a></a> Should I demand these backlinks are taken down? What level of risk is posed do you think? I don't want this website to suffer a Google penalty at some point, particularly not after I've started work on it. This is the most common question, and "What is NLP" it's a small but good search term There's not a lot of statistics if we do "What is NLP?", but there are drawings about the different parts of NLP. Linkbuilding from sites with lower Domain Authority and Page Rank than mine?
I have decided to approach all my suppliers and ask them for a link. If their site has a lower PR/DA than mine (PR4, DA43) is is it still worth asking them from a link, given the time that needs to be invested in this type of link building?

However that address forwards to - http://www.perfectlyengraved.co.uk/ecommerce/scripts/default.htm.
