Can hosting blog posts with keyword anchor text on outbound links cause a penalty?

My site received a Google penalty for having inbound links from blog posts with over-optimized ("spammy") anchor text. I spent months getting these links removed.
Yesterday - I received a link deletion request from a site that my site had linked out to (three links via keyword anchor text relevant to their company) in a blog post.
The "unnatural link" penalty still hasn't been removed from my site.
My question is: Does the penalty work both ways? For having inbound "unnatural" links ... AND for having outbound "unnatural" links?

If you received an inbound unnatural links penalty then the links going OUT from your blog will not matter. It's possible for you to also get an outbound unnatural link penalty as well but you would receive notice of that just like you did with the inbound penalty.

Hi there, at the bottom of my website's blog posts the rel=prev and rel=next tags are used on links that point to the previous article that was posted and the next article that was posted. Can I optimize two different pages with very similar keywords without hurting SEO?
Hi there, I have often heard that you cannot have multiple pages rank for the same keyword. My question here is more about long tail keywords who have the same keyword phrase repeated on different pages. For Example: I have two webpages with different content. I want to have one page (Homepage) rank for the more generic term such as "innovation management" and another supporting page rank for "innovation management software". Will Google see these two different webpages as competing? Should I avoid repeating the more general term in the phrase? Has anyone ever seen your SEO results decline when doing this? I don't believe this is duplicate content since the pages hold completely different copy and assets but I am not sure if the repeating phrase in the title tags will flag anything to the search engines.

Internal links of my website is taken as inbound link ?
Hi, I was checking my links in Open Site Explorer (http://www.opensiteexplorer.org/links?site=www.bons-plans-vacances.fr) this morning and i came up with this: My main domain is taken as outbound links ...! This link : www.bons-plans-vacances.fr/ Anchor Text : (img alt)100% Bons Plans Voyages From this URL : www.bons-plans-vacances.fr/ I have the same problem with my subdomains : voyage.bons-plans-vacances.fr/sejour/Toutes-Destinations I have that HTML code on the link : Any help ? Hyphens in keywords
Anyone know if hyphens affect the SEO value of keywords? So is: Sandwich-making course Worse than: Sandwich making course I'm talking about in titles and body text. I already know that too many hyphens is a bad idea in URLs and domain names.

Is there a penalty for linking to sites that are all hosted on the same IP address?
Hi... We're doing some reciprocal link building and a gentleman has been kind enough to offer me sever additional links for the exchange. All of them (5) are on the same IP address as one of his links to which we have already linked. They are in a related field of endeavor, legal websites. If I make the swap with him, is Google going to disregard, penalize or otherwise marginalize my efforts? Thanks!

Is this a good link?
Found a .gov link to my website www.kars4kids.org. The url it links to is http://www.nyc.gov/cgi-bin/exit.pl?url=http://www.kars4kids.org/ which does eventually redirect to kars4kids. Will search engines see this as a link?
