Hiring for SEO Outreach

Hope everyone is having a nice Labor Day!
We're a family owned wine club startup and have been handling SEO in house since things didn't go well with a previous SEO company (and sure we've done plenty of bad stuff along the way as well).
In any case, we're writing a blog, including video entries etc. I've been handling basic email outreach about posts (ie if I write a winery profile, asking the winery to link to it) but don't really have time to handle more significant outreach than that.
Can anyone make some suggestions about where to hire someone for an outreach job like this? It would undoubtedly be part time and Elance didn't give us anyone we were comfortable with.

I think the issue of hiring a SEO agency is like real life, it all depends on what my objective value.
I also paint my house but if I want a professional job I call to a painter...greetings Alex

You don't necessarily need to pay SEO salary for your outreach effort. I have a VA in the Philippines that does this for me. I gave them the outreach template and guidelines for who to reach out to, and they take care of it. If/when they get a response they forward it to me and I take if from there. This has worked pretty well for me - not just for SEO but for building business relationships - and is a lot more cost effective for small businesses like mine than hire an SEO company.

How do i determine if an SEO person i hired is good and should continue on
I know SEO is important and i am hiring an SEO person, as well as company. however, they both seem to contradict each other and so im lost as to know who is good and bad. what should i look for in their work report, and what questions should i ask. Background: i have tried to read alot (100+ articles) on the new panda and penguin so at least i know what people are talking about without being clueless. So my site got hit recently with the updates and got penalised, and i think that is predominantly because of the backlink profiles, before being built too much around keywords. so my understanding is that backlinking now should be natural, diverse (many alt tags instead of a few), concentrate on branding and less on keywords. The person: she believes in branding, and acknowledge the problem with my previous backlink profile. so now she said the backlink ratio should be around 40-50% based on the brand. so she has been doing alot of backlinks wtih alt tags for my website url, name, as well as my name. She said once that ratio is close to that target of 40-50% i should see a jump in ranking, which woudl be in around a month of work. but here is my concern 1 - the other company said she is spamming, which kinda scarred me already 2 - while in principle, what she has said is backed up by my reading materials, it seems she only concentrate on three alt texts so far, my url, my business name, and my name. i thought they need to be diversified 3 - the links seem to come from alot of places. she said it does not need to be high quality now as we just need to get that ratio/profile correct, and then we can concentrate on the high quality links later. she is doing around 40 links per day. which apparently take 8 hours per day. 4 - i guess i worry that that if all these new links suddenly become spams later, does that mean i woudl need to either build more links to offset the more spam links, or have to spend more time removing bad links Please advise. is she performing spamming. how do i check her links/works. is there a tool. is it wise to build more links, or is it better to identify previous bad links and remove them? So prior to joining SEOmoz I have tried a few seo companies and had somewhat decent results. All of these companies did things like: directory submissions

press release and so forth. These things that they were doing worked and improved the rankings of my websites in the serps. After some time and research I figured out that all this stuff was easy to do and that I could do these things myself. After joining SEOmoz I come to find that these types of links are not considered high quality because they are easy to acquire. Some of you may even say that they are the basis of a spammy link profile. My question is why would you not want to do these things if they work and all of your competition is using these strategies, including big name brand companies?0 -
SEO in multiple languages
I'm doing SEO for an apartment rental web-site. We have one web-site for each destination. And for some (popular) destinations we have a separate domain for some languages. For instance: http://www.barcelonacheckin.com/en for English and http://www.barcelonacheckin.com/fr for French In another destination we have http://costabrava-ok-apartment.com/en for English and http://www.location-costabrava.fr/ for French. We have good result with the separate domains for languages. But I'm facing two problems: We do not get any progress in the ranks in English in any Web-site There's a lot written about SEO in English and there are many opportunities to build relevant links. But we are out of sources for eg. French. Our SEO routine exists of participating in forums on famous travel web-sites, guest post exchange with our blogs, link exchange and presence in Social media. Can anybody give us some suggestions?

Will online PR with optimized anchor-text hurt my SEO efforts?
With Google's recent phishing expedition and increased focus on natural link profiles etc where does this leave PR distribution with optimized anchor-text? Using the pai for PR distribution services has always been a great way to build backlinks but I just wonder whether these will be considered over-optimised in future?
