Is there a search engine that reads a title tag longer than 70 characters? What is the harm in writing a title tag longer than 70 characters?

I understand that from a conversion perspective having a title tag in excess of 70 characters is meaningless as no one will see it on Google. I also understand that some believe that a title tag with more characters may dilute the strength of the terms you really want emphasized (although there doesn't appear to be universal agreement on this point).
That said, for ranking purposes, will Google consider more than 70 characters in the title tag?
I have a specific reason for asking this question. My clients are professional service providers. Some of them are located in suburbia where no one particular suburb draws a lot of traffic. Given my content constraints and limited number of title tags, I would like to squeeze as many suburb names into the title tag even if it means that they are not visible, just for ranking purposes.

Just a follow up note to Daylan's great advice, the harm in it being longer than 70 characters is that the keyword usage becomes more diluted and less specific.

All search engines technically 'read' titles that are longer than 70 but will only display 70 or less. Anything longer is displayed with an ellipsis ( ... )
As the title is the first thing that users will see, having content in it longer is of no benefit (if you cant read it, whats the point?)

if a blog that is performing well on the first page at an average position of 4 for an informative term. Is it okay to leave off H1 tags?
I know that SEO uses H1 and H2 mainly and there should only be one H1 and there can be multiple H2 tags. But the site I’m reviewing generally has no H1 on a page and multiple H2 tags. The Page Title reflects the title of the page, so maybe this is okay as is? They have the styling down just so, so I don’t want to make them change it if it’s okay.

Wordpress 'Hide Title' Feature, does this help shorten title length
Im wondering if anyone with some Wordpress experience can help me. I am using Yoast to create my page titles, but yet Moz tells me that my page titles including my actual page title tag which is 'dumfries wedding photography | Hemera Visuals' by clicking on the 'hide title' feature in wordpress will this in turn stop wordpress from automatically adding my page title and therfor bring my title length down drastically? And if so will I have to wait till google next crawls my page to see if this works? Kind Regards Cameron.

Keywords on title
hi, some pages of my website showing keywords attached in google as part of page title, but the title doesn't have that keyword in it. Change 10yrs old home title tag seo safe?
Howdy everyone! Wish you the best for 2012! We have a client who is ranked #1 for keyword "blue widgets". Their site's homepage title has the keyword "blue widgets" in it and has been the same for 10yrs+. Recently they have added other types of widgets to their offering. Is it safe to change their title by adding more keywords to it? For example: "blue widgets | green widgets | brand x widgets". May our client lose their ranking if we change their title? Is it better to include the secondary keyword or site name in a title tag?
When I add a site name to my title tag with long-tailed primary and secondary keywords the title tag is longer than 70 characters. I need to include all three parts, so what should I do? At 70 characters the site name is usually partially cut off. I do not want to get penalized by Google, but I need to include the site name to have consistency. I am using the format Primary Keyword-Secondary Keyword | Site name

Duplicate page title and content
Hello, I have an ecommerce store where we offer many similar products, and the main difference could be the color or memory storage. Due to this reason my main problem appears to be be duplicate page title and content. What is the best way to correct this issue? I cant make them different neither. I always include this particular difference in title or description. I guess it is not enough? any way to fix it? thanks!
