Bad IP Neighborhood Question

I'm interested, weather bad network neighborhood could cause some penalties in Google indexing and search?

I do have an example of a site that I launched that normally would have done really well with an exact match domain and original content. However I could not seem to get the site to rank. I wondered if it was that the site was hosted in a bad "neighborhood" because the IP had some adult sites on it as well (not mine). Or if the problem was that the site was hosted in too much of a cluster of similar sites so as to appear as a network of sites.
I would also argue that with the Panda update that links from bad neighborhoods can hurt you.

If by 'network neighbor' you're referring to being in the same IP class as malicious sites - i don't think a non malicious site would be truly penalized just for being on the same network as a malicious site.
I DO think that linking to malicious sites is worthy of penalty.
BTW, the google tool you referenced gives you a domains malicious activity report, not network neighbors.

Question about Google Algo Change on June 26
I have a client who's Google Organic visits dropped significantly on June 26th. I used a chart overlay called ChartIntelligence. It says that there was an SEOF update on 6/26/2013. Does anyone know what this update (or any other updates) would be? Also, where might I find additional info on this update. I did notice that Moz's algo change tracker listed a multi-week update on June 27, but I'm not sure where to find info on what types of things were impacted by this update. Any info would be helpful.

Dumb International SEO question?
Buongiorno from 18 degrees C Wetherby UK... Client asks - "My swedish site is http://www2.kingspanpanels.se/ how important is having the swedish suffix in the url with regards to rankings in Sweden?" I find these questions really challenging, its like the Hey if i change this url my SEO problems will be fixed, as if its that easy. So my question is - "How weighted is the url suffix / ccTLD in terms of SEO success for a territory / country" Put another way "If the swedish suffix .se was removed would it impact rankings in any way in Sweden?" To link or redirect? That is the question.
I have a site that I don't really use any longer but still has some okay rankings. I'd like to take advantage of the links point to that site. Is it better to redirect that site to my new one or to just place a link on the homepage pointing to my new site?

Client question: What should I do?
I have a client who ranks #1 for all her branded keywords. Other than those keywords, she doesn't really have an objective with SEO other than to get her name out there. There are articles in some high end online magazines(think Forbes, Times, etc.) that mention her, and she wants those articles to show up when people do a branded keyword search for those magazines. She also wants those articles to show up when people Google her. Usually when I do SEO for a client, they have a site and they want that site to show up for a variety of targeted keywords. Has anyone run into people wanting to 1) SEO other sites to get them in the top 10 on their branded keywords and 2) get listed under other peoples branded keywords? Is this even possible? My gut says no but I feel obliged to look into it. Do I just build links to the articles with her keywords and hope for the best? I have no idea what to do with this client.

Yet another Panda question
Hi Guys, I'm just looking for confirmation on something..... In the wake of Panda 2.2 one of my pages has plummeted in the rankings whilst other similar pages have seen healthy improvements. Am I correct in thinking that Panda effects individual pages and doesn't tar an entire site with the same brush? Really I'm trying to see if Panda is the reason in the drop on one page or whether it could be something else. The page in question has dropped 130 positions - not just a general fluctuation. Question relates to mobile site & duplicate content.
We are working on the mobile version of a large site (migraine.com) and will be using a separate theme for it (directing visitors to m.migraine.com)- what are the necessary code or other important step we should take so that we do get penalized for having duplicate content? 301 redirect question
So I have an employer who owns a retail site and his category URLs are horrible. So, I am suggesting to him to create a new page with a pretty URL and 301 redirect the old page to the new page. I am suggesting this to him, because this will help increase CTR for the targeted keyword & help him rank higher for the term. He is apprehensive about this cause he thinks this will cause him to drop in ranking. Does anybody know any resources or have any past experiences that will back up my suggestion or his for that matter?
