A) An inbound link from a low traffic/low page rank site to my site
B) An internal link where one page of my site links to another page on my site

In general, option A. You should really have a comprehensive strategy that uses both tactics however.
Option A is only good up to a point. If your site has 10,000 links from low traffic/PR sites and nothing else then that's not a great link graph. Links from a diverse range of domains with varying DA/PA is probably ideal, and any SEO will tell you that one link from a powerful 7+ PR site is worth hundreds or maybe thousands of low PR links. On the other hand, if all you have is 7+ links you probably bought them so that can be bad too. Everything in moderation.
You should also use Option B to flow link juice from your high PR pages to deeper pages on your site. Again, moderation. If you link to hundreds of deeper pages from your home page you dilute the effectiveness of each link to almost zero. But if you combine a link from a more powerful page on your site with a decent link from even a low PR site then you've got a combination highly correlated to higher rankings, especially for longer tail keywords.
So the short answer is C) All of the Above

Internal linking dilemma
My company is running a submission contest. All submissions will live on the the main contest page. When clicked, each submission will open up into their own page (with a unique URL). Each submission will also have internal links pointing to a few relevant product pages. My question: Say we receive 1,000 submissions. Is it better to have internal links from 1,000 unique, lower authority submission pages? Or should we canonicalize each submission page to the higher authority main contest page and effectively have all those internal links coming from the main contest page? Is one better than the other? Are there link spam issues to worry about with either? Thank you in advance!

Hi Mozzers, I work for an IT company specialising in outsourcing Cisco Engineers worldwide. Due to being involved heavily in outsourcing, I'm finding it impossible to generate genuine and organic links to our website. My question is that is it essential to have back links back to our website to achieve high search engine rankings? I'm unable to get clients and other partners to provide links as we're the outsourced company,but I can get backlinks from unrelated c ompanies. For example we're running a CSR initiative with a National Gym relating to health & fitness, also links from our web designers etc... Do these links have any type of value? Linking to a pdf
Hi All I have a pdf that people can download from my site, what I want to know is that when people link to the pdf does the pdf share link power to pages linked to from within the pdf (like a html page would) or is the link power being waisted going to the pdf and should I somehow get the links to a normal page? The pdf is a free downloadable resource to people in the party planning industry and so gets linked to quite a bit by sites telling their readers to get the information we provide. Does the ratio of external nofollow links to external "do follow" links matter in terms of SERPs ranking?
My site has an external link nofollow:dofollow ratio of approximately 1:1 That is, there are about as many nofollow external links as "do follow" external links. I have an impression that the ratio of no-follow to "do follow" links is a factor in the way that our website shows up in SERPs. I have the impression from reading a variety of sources, and from looking at Seomoz, that calculate "trust" factors as if they mattered (in SERPs), that seem to value a relatively low nofollow:dofollow ratio. Am I correct about that? Thanks,

Advetorial links
How do you scientifically value advertorial links. I have a site who is willing to buy advertorial in large online sites which will contain links. (I would prefer they invested in content on their own site). The DA on these sites is universally extremely strong. the PA of the examples I've seen is pretty low. The site has strong DA matching it's main competition and is performing pretty well in terms of ranking. Question: how do you value this kind of link in terms of the amount of £ the publications want to charge. Anybody have a formula or a logical process which would provide solid advice rather than don't infringe Google's T&C's which I've already mentioned to them. Any thoughts appreciated.
