Competitor using shady SEO tactics but still ranks at the top in Organic listings

A competitor of my client has been ranking consistently in the top 2 spots in the organic listings on Google for years. They have the advantage of keywords in the URL but no matter what we do we just can't bump them out of the top position.
Recently we discovered that they have 7 or so .org sites set up claiming to be run by volunteers and their opinions are un-biased that "highly recommend" products from the main site's company.
Is this against Google's policies?
I've submitted a spam report to Google but of course haven't heard anything back from them. Our AdWords rep told us that the policy team doesn't respond directly to claims because of privacy reasons?
Anyone know any other way to report things like this to Google?
We got dropped from the rankings for 3 months due to malicious code (spammy links) injected into all the pages on our site but these people sit steadily at the top. I don't get it.

If this was my competitor I would be thankful that the volunteers are not being put to better use.

What rule of Google have they broken? KW's in the URL and getting volunteers to work on .org sites are not against any google rule. So, reporting them will not accomplish anything. Maybe your client can purchase a new KW domain and get enthusiastic volunteers to write awesome blog posts, become active posters in a kickass forum or produce other great content that is all hosted on his/her primary domain?
Tell us more about your site and the methods you are using. Maybe you will get some great ideas for strengthening your site.

I don't get it. If I ask my friend (volunteer) to blog about my products, or set up a page or whatsoever claiming that I sell the best products in the world, why is that against google guidelines?

As in one long HTML page that just looks like it's divided into different pages via tabs that you can click between. How did these sites get two organic listings?
Hi Guys, If you type the keyword "car seat covers" on Google Australia. You will see one site screenshot below: https://image.prntscr.com/image/lgfcK6DmSSGRo3Jx06yWag.png With double listing and then a site below that with another double listing see: https://image.prntscr.com/image/4yJfPzRjR5mPaQb4rr9l-Q.png Does anyone know why Google is giving both of these double listings, is it something to do with their internal linking? Multilingual SEO - site using Google translate within existing URL structure
Hi everyone - I've just been looking at a site that simply uses Google Translate through its website. So basically, on any page you can Google Translate the content to any language you like - there's no change to the URL structure according to language, etc. I haven't come across this approach before (simply allowing users to Google Translate withing the existing page) - and it doesn't sit well with me - let me have your thoughts re: the SEO implications. Negative SEO and big decrease in main keyword ranking
Hi about 4 months ago, I had ranking #1 to #4 for "SEO" in Persian in my country; but someone made about 1000 spam links to my site and some other industry sites. I disavowed the links when I see (after 2-3 days of OSE detection). But now I'm in the page 2 of rankings for the most important keyword I ever had. The point is, My visits increased in this months, but I lost my rankings for this keyword not others. The spammy links targeted my main keyword. Whats you idea to get my ranking back? I'm writing content about SEO, Marketing and blogging for about 4 years and I don't have any bad resume in buying links or stuffing keywords or ... All natural.

International SEO
Hi all, The company that I work for is planning to target some french (and some other foreign) keywords. The thing is, in our industry, you can't just hire someone to translate the content/pages. The pages have to be translated by an accredited translator. Here's the thing, it costs a LOT of money just to translate a few thousand words. So, the CEO decided to translate a few of our 'core' pages and SEO them to see if it brings results. My questions are, would it be possible from a technical point of view to simply translate a few pages? Would that cause a problem for the search engine crawlers? Would those pages be 'seen' as duplicates? Thanks in advance guys!

SEO for a plumber?
Hello, How does a small, local business win at SEO (without abusing directories, articles, and paid links)? It seems that everyone is saying "create unique content", but that just doesn't seem realistic for a small plumber in a big metro area. One might suggest coming up with helpful articles about plumbing tips, etc., but there are thousands of spun articles on article directories already. On page optimization is in place, we are listed in the main directories, we've asked the people we know to link to us, and we are engaged in social media. What would you recommend next? Thanks, Will

Deep Page is Ranking for Main Keyword, But I Want the Home Page to Rank
A deep page is ranking for a competitive and essential keyword, I'd like the home page to rank. The main reasons are probably: This specific page is optimized for just that keyword. Contains keyword in URL I've optimized the home page for this keyword as much as possible without sacrificing the integrity of the home page and the other keywords I need to maintain. My main question is: If I use a 301 redirect on this deep page to the home page, am I risking my current ranking, or will my home page replace it on the SERPs? Thanks so much in advance!
