Title Tag length and UTF-8

Hello seomozers!
Today I've come to one interesting question about Title Tag lenght in UTF-8 coded content. It's relevant to description tag lenght too.
So, as we all know SEO best practices recommend that my Title tag should be under 70 (or 75) characters. Now, we have a website which is UTF-8 coded. That means that our special characters (some lithuanian letters) at the end gains +4 or +5 characters in length. So Google Webmaster Tools in our case report that some Title Tags are longer than they should be (exceeded by those +4 or +5), but in SERPs we see clear and not trunctated Title Tags (which means that our title tags are displayed correctly in UTF-8).
The question is - should I believe in SERPs and don't take any action or maybe should I notice Google Webmaster Tools recommendations and shorten those tags ?
Well, I do believe that at the end it's not so important, but I'd like to hear some more opinions on this simple situation.

This is a tricky thing as we see the SERP Landscape change with Panda and other future updates. My rule of thumb has been to stay under the marker. When writing the Title and Description I see it going more of the direction of a Google Adwords Ad ...
Deliver a proposition to that customer just the same way you would in an Adwords Ad taking into consideration the landing page copy and bounce rate you see from that page. Fine Tune the Visitor Experience and it will return a gain in the future.

Wordpress 'Hide Title' Feature, does this help shorten title length
Im wondering if anyone with some Wordpress experience can help me. I am using Yoast to create my page titles, but yet Moz tells me that my page titles including my actual page title tag which is 'dumfries wedding photography | Hemera Visuals' by clicking on the 'hide title' feature in wordpress will this in turn stop wordpress from automatically adding my page title and therfor bring my title length down drastically? And if so will I have to wait till google next crawls my page to see if this works? Kind Regards Cameron.

Duplicated page titles

Google pulling in wrong title tag!
Has anyone else seen their title tag different in the SERPS to what you have called it in the <title>?? </p> <p>I work for MITIE and when you type in "facilities management" it shows our title tag as "<a style="font-weight: bold;" href="http://www.mitie.com/services/strategic-outsourcing/integrated-facilities-management">Integrated <em>facilities management</em> - Mitie</a>" and it should be "<span>MITIE | Facilities management - Facilities management companies - Facility management UK" </span></p> <p><span>The only thing I can think of is that it's picking it from the H1 on the page but why it'd do that! As I begin developing my website's content, does it matter how long or short the actual text found in the is? I heard someone say before "a minimum of 250 words", but is that true? If so, what is the maximum length I should use?

Duplicate content in the title
Good morning, I am developing an application that searches offers in the press. The problem I have is the follow one:

When I find an offer that I have already post, I cant use the same URL because it generates duplicate content , as the URL is generated from the title. If I find two offers in different stores (for example Thomson TV) I am studying two options. The first would be to add a number at the end of the URL

http://www.offertazo.com/televisor-thomson2 Another option I propose would be to add semantic data to provide value (such as the date). For example:

H1 tag in the footer?
Quick question: I have been scouring SEOMoz.org along with webmaster forums looking for an answer, but we have a person who insists that the H1 tag be located in the Footer. I feel that is is fundamentally wrong because it is not the intent of the H1 tag, and I do not believe it is a best practice. That being said would we see what little value the H1 tag has disappear if we put it in the footer, would we be penalized, or am I being too vanilla by wanting to keep it in the Title position?
