Do you avoid the use of stop words in your keyword optimization?

For example, for the keyword phrase 'the history of the united states,' how would you determine whether or not to include 'the' or 'of' in the title, description, and URL?
Do you tend to use stop words or not in your keyword optimization? Why or why not?

I never think about "stop" words or "keyword density"... I try to use words that will make the fastest and strongest connection with the reader.
Sometimes that eliminates the stopwords for you.
"US History" is a face slapper in my opinion.... BAM! "The history of the United States" is a sleeper.

Is it a bad idea to hyphenate keywords?
Hello, my understanding was that Google reads hyphens in keywords as spaces, but if that's accurate how come keywords with hyphens that I research with Keyword Explorer — for instance, hospital-acquired infections — rank lower when I include the hyphen? If the hyphen hurts SEO, do I have to remove them all from the blog or page in question? Removing hyphens means a blog or page will have punctuation errors, which is irritating to an editor, but I don't want to sacrifice the effectiveness of keywords, either. If I insert a "stop" word into a long tail keyword, will it break it up?
I'm in the legal industry, and a lot of the long tail keywords I'm finding are search queries that are pinpointed for my location. As a result, I come up with [subject] + [location] as good keywords... for example: "subpoena duces tecum new york." (basically it's a subpoena, just the fancy name). However, I have no clue how to use something like this in a sentence....if I say "subpoena duces tecum IN new york" does the "in" break up the keyword, or is "in" just a stop word that doesn't affect the keyword? Countless examples of similar keywords "Car accident new york" etc. Thanks!
