Link package review and recommendations

Hello there,
I recently spoke to a contractor that offered me the following package, and i have to ask, in this post-penguin world, does it make sense to pursue this kind of linking? Or will it be considered spam. They said it's a manual submission process and they will 'do their best' to ensure that it's under a related category, but can't promise anything in regards to that.
What should i be requesting in this post-penguin world? How do i get quality backlinks that won't harm me given the current environment? Any help is greatly appreciated, here is the package info:
1. 900 links submissions = 450 Guaranteed One Way Theme Links - The links are built by manually publishing 5 Original Articles (500 words each) on 125 different article sites (each published article will have 2 back-links to your site). We can use up to 10 keywords and 10 different URLs of your site to build the links.70% of our Article Sites have PR 2 to 6, all with different C classes IPs.
2. 300 links submissions = 150 Guaranteed One Way Theme Links – The links are built by manually publishing 4 Reviews for your site from 4 different accounts (we can use up to 4 URLs of your site to link back) on 150 Social Bookmarking sites, 90% of the sites have PR 2 to 8, all with different C classes IPs.
3. 480 links submissions = 240 Guaranteed One Way Theme Links – The links are built by manually publishing 3 Original Press Releases on 35 Press Release sites(each published press release will have 2 back-links to your site). We can use up to 6 keywords and 6 different URLs of your site to build the links. All our Press Release Sites have PR 2 to 7 all with different C classes IPs.
4. 220 links submissions = 110 Guaranteed One Way blog links – These links are built by publishing 3 Original Blog Article (300 words each) with 2 back links to your site on 20 different free blog sites. These free blog sites are our sites (new sites with PR 0) which we are promoting to get the highest PR for them and your blog back links too.

Any company / agency / service organization that offers bulk links is deadly in today's landscape. Sure, some companies can sometimes still get away with mass manipulation. Expect any company that actually offers packages like that is almost assuredly going to cause you massive harm since companies that even have a chance of getting away with mass tactics don't advertise that way.

Potential spam issue - back links
Hi - we have a client whom we work with for SEO. During a review we noticed in Webmaster Tools, there was an IP address with over 30,000 links to our clients site. The IP address is 92.60.0.123. From looking up the IP address details, it looks like it is based in Europe - but we are unable to establish what it is, where the links are and who created it. We are concerned it could be a potential spammer trying to cause an issue with the SEO campaign. Is there any way of finding out any more details apart from the basic information about the location of the IP address? Also - if we submit a disavow via webmaster tools, we are unsure what issue it will have on the clients site if we do not know what it is and the type of links it is creating. Any ideas? Potential Implications of using the Disavow tool to remove thousands of links
So here's the situation. My companies site has over 30 thousand backlinks from Rippling.info These links all point to 3 product pages, some of which are no longer in production. Apparently a former employee was experimenting with some link farm ideas. My questions are; 1. does anyone here have experience with rippling.info? Is it legit? It seems like a link farm but Google allows adsense ads??? I thought Google was against link farms... 2. if I use the Disavow tool in Webmaster Tools to tell Google these 30k+ incoming links are to be ignored, will there be any consequences? -Google Analytics shows zero referral traffic since jan 1st 2012.

Being penalized for unnatural links, determining the issue, and fixing the problem. What to do?
Hi all, A client has been penalised, having received the message in Google Webmasters last week, along with two more yesterday. It seems the penalty is for something specific: “As a result, for this specific incident we are taking very targeted action on the unnatural links instead of your site as a whole“. This is the first time I've had to deal with this so I'll be a bit layman about it The penalty, firstly, seems to be for the old domain, from which there is a re-direct to the current one. This redirect has been in place since Feb 2012 (no link building has been done for the old domain since then). In Webmasters, I have the old and new domains set up separately and the messages are only coming for the old (but affecting the new, obviously). I need to determine if it’s the old or new URL I’m being hit for, or would that even matter? Some questionable links I can see in WM: There is an affiliate for whom WM is showing 154,000 links (all followed) from their individual products listings to the client’s site (as a related product) but they’re linking to the new domain if that matters. Could this affiliate be an issue? There is also Updowner, which has added 2000+ links unbeknownst to me but apparently they are discounted by Google. I see a ton of recent directory submissions - right up until last week - that I am not responsible for. Could that be intentional spam targeting? I did also use a 3<sup>rd</sup> party link building company for Feb, March and April who ‘manually’ submitted the new domain to directories and social bookmarking sites. Could this be issue? For what kind of time-scale are penalties usually imposed - how far back (or how recently) are they penalising for? Ranking were going really well until this happened last Thursday. Will directories with non-followed links effect us negatively - one such one has over 2000 links. What is the most conclusive way to determine which are the poor, penalty-incurring links pointing to us? I know I now have to contact all the dodgy directories the site is now listed on to get links removed, but any and all advice on how to rectify this, along with determining what had gone wrong, will be most appreciated. Huge diifference linking root domains in SEO MOZ and opensite explorer
Hi there, I have fairly large site that has never really been optimised. I think an old forum i hosted has either been spammed or my webmaster at the time used some black hat techniques to get me more root linking domains. I am a newbie and would really appreciate if someone could just quickly look at my donain and confirm that this is a problem and something i should fix before i start my SEO campaign. I am also worried this will negatively effect my domain authority. I dont really want to broadcast my domain so if anyoone would be so kind to confirm the problem so i cant start to research the answer. Thanks v much

Link Building using Badges
In light of penguin update, is link building using badges(like "I love SEOMOZ" badge) still considered a white hat tactic? I have read old posts on SEOMOZ blog about this topic and wondering if this method is still effective. Look forward to feedback from MOZers.

Multiple links to different pages from same page
Hey, I have an opportunity to get listed in a themed directory page, that has a high mozRank of 4+ and a high mozTrust of 5+. Would it be better to just have one link from that page going to one of my internal product category pages, or take advantage of the 'sitelinks' they offer, that allows me to have an additional 5 anchor text links to 5 other pages? Is OSE data reliable and removal of malicious inbound links?

Yes, I know Google will theoretically and maybe eventually "ignore" such links, but that will be on Google time 4 weeks or 4 years - who knows. Plus, with a younger site with a thinner link profile - anything like the links above can't be helping me......

Are there *truly* any white-hat link-building tactics?
With our new knowledge -- yielded from J.C. Penney, Forbes, Overstock, content farms, et al -- that the link graph/link profile can be algorithmically mined by search engines to uncover non-natural patterns of links occuring over time, is there any level of link-building that is safe to engage in? If so, then what are those "bright white"-hat tactics that are 100% safe for a site to use?
