What are the relative values of different PageRanks?

I'm planning a link-building campaign, and I've realised it'd be good to know the relative values of different PageRanks.
e.g. does a PageRank 5 site have 10 times as much effect as a PageRank 4 site? Or 100 times? Or 2 times?
I'm thinking, rather than spending ages getting 10,000 PageRank 3 links, I should just spend a bit less time trying to get a few PageRank 7+ links!
I'm even considering offering incentives to staff for getting links - to do so it would be good to be able to value each PageRank accordingly.
Any suggestions / knowledge / experience / stats gratefully received!

Thanks Cyrus - very helpful. I still get the feeling that getting a link from a PageRank e.g. 7 site (however relevant it is) is going to be a lot more valuable than a load of PageRank 3 sites, though maybe not as valuable as an extremely relevant PageRank 6 site...

To answer your question directly, Google's PageRank algorithm raises at an logarithmic scale thought to be somewhere between 4 and 7. Which if my non-mathematical brain understands correctly, ad PageRank of 4 is approximately 4-7 times more powerful than a PR3, which is 4-7 times more powerful than a PR2, etc.
Interesting Fact: MozRank uses a similar logarithmic scale.
But SEO5 has a very valid point. In the old days, it was enough to go after links on high PageRank pages. Today, it plays a much smaller role of importance, and sometimes doesn't matter at all.
Instead of PageRank, a few of the top things you want to look for in a potential link aquisition are:
- The Authority of the Website/Page (Domain/Page Authority)
- The Trustworthiness of the Website/Page (Trust Authority)
- Any penalties? Is it in a good neighborhood?
- The content and theme of the linking Website/Page
- Anchor Text
- Potential Position of the link
- Text surrounding link
- Other links on the page
- Title tag of the page
- Does it rank for the keyword you want to rank for?
There are several other factors, but these cover several of the major ones.

For your last point, I think you meant that Google has reduced the frequency of updating the toolbar page rank that is visible to the user, rather than the true PR they use internally? If they've reduced the internal calculation, I'd be interested in reading more about that.

Hi Alex, i would suggest you to consider the following:
- Relevancy of the links as opposed to their page rank related to your subject matter
- The # of outbound links on the page where you are getting these links from. The lesser the # of outbound links on that page , the better that link is
- Competition for the keywords. What is the link profile for the sites that are ranking high for the keyword you are trying to optimize your site for
- Google has reduced the frequency of updating the true page rank of sites so using that as a factor to choose your backlinks would not be a good idea.

SEO value of 301 redirects from non-existent sites.
I have a question about an SEO tactic. There is this site that has purchased three domain names, and has redirected them to their main site. The three domains are: Spokaneduilawyer org, Spokaneduilaw com, and Spokaneduilawfirm com and the website has all three domains redirecting to their main site. What is the SEO value with this? I looked at those three domains on Majestic and they have no backlinks that I could find, and when I looked on archive.org I didn't see any history of those domains being actual sites that might bring traffic. What is the webmaster trying to do, and what is this tactic called?

Backlinks from the Same Domain (But Different Pages)
Wayyy back when (in the days of yore) Mr Cutts spelled out in a video that page rank is distributed equally between the external links on the page. If there are two links on a page, each gets passed 50% of the available page rank etc. (Perhaps an oversimplification but bear with me). As a result of this, the company I worked for at the time (this was the dark ages when sidebar homepage links were in vogue) decreed that we would only ever approach a site about a link for a client once, as additional links had little extra SEO Value. Now you could argue that if there are 5 external links, each acquiring 20% of the power, and your site has 2 of those, you are getting 40% of the power, but lets forget the basic math for a minute. I have scoured the web and Mr Cutts' videos and I cannot find the answer to my question: If my site (Site A) has a backlink from SiteB Page 1, and a backlink from SiteB page 2 - does this count as two separate links in the eyes of Google? If the SAME site links out to my site, linking to different pages in different posts, does this give me more SEO benefit? Thanks for your time!

Internal Linking - Post links vs Side Bar Links behaving differently
Hi, I have a question regarding the internal linking behavior. My website is www.hindimeaning.com which is approx 3 years old. I have approx 450 posts. Now i have a widget on right sidebar "Popular posts". A widget below my posts "Related Posts". And a simple html CSS menu above the posts (I removed menu around 6 month before so currently it will not show.) I crawled my site with moz crawler (same are the result from google crawler as well) and it shows menus links as internal links. While sidebar widget "Popular posts" and "Related Posts" are not showing as internal links. If we talk theoretically what i learn till now is "every link on a page behaves as internal link". Then why the widget links are not showing as internal links. Thanks, Mahesh Kumar

Link Value
My question is how valuable is getting a link from a PA 71 with roughly 20 links on it. I guess I am saying how many links from a PA of 30 would be a comparable indicator. I understand there is an almost exponential value of authority as they go higher, but I am looking for a good explanation from a technical aspect. Hypothetical Scenario Would a person be better off pursing 20 links from PA25 pages, or would you be better only getting 1 from the PA71 all things equal.

Targeting high Page Authority sites vs high Pagerank sites for backlinks?
For many years I've been working on seo/backlinks for my website. When doing analysis in opensiteexplorer I notice that the highest listed backlinks for my site are sites with high page authority and domain authority, rather than pagerank. For example one of the highest backlinks for my website has page authority/domain authority of 72/96 but the site itself is only a PR2, while my other backlinks have PR4, 5, or 6 with lower page authority. For a while I've been trying to partner with websites for backlinks from high pagerank sites, as I've always believed this is the #1 metric in relaying link juice. But OSE's metrics seem to not follow that train of thought -- it believes page authority/domain authority is a more important measure. Is it? Should I change my strategy to try to partner with websites that have high page authority rather than focusing so much on pagerank?

Do No follow links from social media platforms transfer authority or value when they link to third party websites?
With social media playing a bigger role in SEO (since the Panda, Penguin updates etc) and how search engines rank sites now, does anybody know why Twitter for instance has 'no follow' when I check my client's websites under 'inbound links' on Open Site Explorer?

High PR vs Low PR and Relative
My main question is if you had a choice between a PR 7 site and a PR 4-5 site that was relative and related to your website content, which would be a better choice? Does relativeness matter anymore?
