Are Links/Resources pages considered spam?

I'm dabbling with link building in a non link-happy industry, traffic safety (IE Traffic cones, barricades, safety vests, etc...). We currently are doing #RCS in terms of giveaways for college students as well as discounts in a wider EDU Outreach campaign as well as legitimate guest posting.
I have started to use Link Prospector, and got a list of links/resources pages that we can get info from. I found some great links through here, including ways to get links from higher-profile .gov domains, but was wondering if it is worth it to go after the high(er) quality links/resources pages. By higher quality, I usually set a floor of a DA 25-30 and have a limited amount of external links per page. These would be for branded keywords (IE the company name/domain) and not exact match anchor text.
I'd really like to see how other SEOs feel about this.

_Ok, here I am assuming that you are sending mails to high quality sites with the hope of getting your website listed legitimately there and you hope that this initiative will drive some traffic and add credibility to your brand. I do not take it a worrying trend because you are not spamming the web with exact matched anchor text or trolling gov sites with comment spams. However, if the Gov sites are asking to return the favor in exchange of some kind of link back, in that case, it could be something to worry about. Now, if you are still worried, you can simply use rel nofollow tag against the link. _

Links/Resources pages can be, under the right circumstance, a great place to be linked from.
Now this is dependent on a number of factors. A website that has a resource page that contains links only from within their niche/area of expertise, on a website that you can be sure has not built dodgy links itself, then there should be no harm in having a link there. Even if the page has a lot of outbound links, if it's a reputable website then your link will still be worth something, although might be diluted due to the other links.
Of course, a site that has one link pointing to pet supplies and another linking to viagra on the same page is going to raise suspicion. Similarly, if the resource page sits on an authoritative domain but the PA score is nil or very low, then it may not be worth pursuing. That's why I'd also approach the issue from an issue of branding. I'd think to myself "Would a link to my website from this website come across as authoritative to the user?" That is to say, if someone was on a user journey to buy car parts in michigan, and on the government resource page a link to your car parts website is there, that's going to be a ringing endorsement for your website in both the eyes of the user and a Googlebot.
In many ways, you could approach links/resource pages like web directories. If you have the opportunity to get a link from an authoritative one on a solid website, I can't see it doing much harm.

I think you've answered your own question in a way. Link pages come in a variety of formats. Most universities / government / non-profit websites have link or resource pages. If you can get a legitimate backlink from those properties then you're doing it right!
If on the other hand you're targeting "resource / link" pages that are obviously trading links in an attempt to funnel pagerank or manipulate serps then steer clear.

Effects of a bad link linking to a image
i am getting a lot of links from wallpapers sites.. One person has created 1000's of similar sites that are linking back to my images. My guess is images do not pass link value positive or negative. But I am not sure what the potential effects would be. Does anyone know who linking to images might effect SEO especially when there coming from horribly low quality auto generated sites.

Best practice in terms of link volume in a page
Hi everyone! Done a site audit recently and found that some articles in our Resource content (where we generally put useful industry news/posts) have multiple links in it (4 to 9 links in a single article). And these are usually internal links (within our domain), but there are few mixed with external domains. What we would like to know: What's the best practice in terms of regulating number of links (internal or external) in an article? Another case I noticed, some links in our articles appeared to be targeting same landing page, just different anchor texts used. Will this get us into trouble? Thanks in advanced for your help.

I am looking for a software to keep track of the back links or link building
Hi Guys, I am very new hear. I just joined. I have a few websites that I need to manage. I am looking for a software that will allow me to manually add the links that I have been able to acquire. It would also be a bonus if it could search for the links to my site and to see if its still active. Because I have a freelancer working a few hours a week on link building and I need to keep track of the links. I am looking for something simple and good. Any suggestions? By the way, I used Raven Tools many years ago, and it had this feature. But since joining Moz, I don't want to be paying for 2 subscriptions. And I don't know if Raven still has this feature. Are High Domain Authority, Low Page Authority Links Good?
I recently created a scholarship with the hopes of getting .edu backlinks (as well as helping students in need, of course). So far, I have received 8 followed backlinks from very authoritative .edu sites (70+ domain authorities). The pages that link back to me are the "outside scholarships" pages. I've seen these pages range from having a page authority of 10 to 50+. For example, I just reached out to Johnson & Wales for a link on their outside scholarships page: http://www.jwu.edu/scholarships-from-outside-agencies/ You can see this page has a PA of 1 and a DA of 73. I'm wondering if Google will see the low page authority and not give me much valuable juice (if any). Are these types of links worth it?

What should be the ration of inbound link between Home page and Internal pages? And also wanted to clear my doubt, suppose My website is related to Technology niche with different technologies like PHP, Java etc. Is this better idea to submit internal PHP page link in PHP related directories? Can I Boost Ranking Linking off Pages internallly?
My domain authority is relatively low, but my right now my homepage seems to have the highest rank. If I place a few internal page links on my homepage, would this boost ranking on internal pages? Or would it pull juice away from my homepage? Using the Seomoz OSE I see alot of my competitors using this type of strategy linking internally. Also would using breadcrumb links benefit me in anyway? Reciprocal Links Or One Way Links?
After reading a recent blog post on guest blogging and ways to build relationships for link building purposes, I began to wonder about something. It is my understanding that one way backlinks are superior to reciprocal linkage, but reciprocal is better than no link at all. Will building up the page rank of a page you have a inbound link bring any benefit?
Right then here we go You have a link in an article on a well known national newspaper site that points at your website. Is there any benefit of linking to the newspaper article in order to build up the PR of the article page and therefore passing over some link "juice"? Sub questions 1. Would it be more beneficial simply to gain links to your main website? 2. What are the chances of the article going into the archives and then at some stage being deleted? 3. If the article link points to a domain, which then forwards to a another domain will this pass on any "juice"? 4. If the article points to a domain that then 301's to another domain will this pass on any "juice"? 5. Does Google simply register the link and "juice" on the first pass or will it revisit and upgrade the "juice"? 6. What are the negatives? 7. What are the positives?
