Can I 301 re-direct a page to regain the authority from a penguin penalized page

I built way too many anchor text links to an internal page and was penalized for the associated keyword. However, I do rank on that page for less significant keywords that I didn't build anchor text links for, though not super high. Subsequently, I've found that the sites that rank highly for the keyword that I was looking to rank for are high domain authority with almost no links built to those pages.
Can I 301 re-direct that URL to my homepage, where I'm not trying to rank for that term, to make use of that authority of the links I've built to that page and start over on the page that I was hit by penguin on?
This appears to make sense to me as my pages that have been hit are specifically for the terms that I have gone overboard on anchor text links. Terms that I haven't built too many anchor text links to still rank on those pages.

Thanks for all of the input. I'm still scratching my head, but I think I'm going to re-direct and abandon the link if necessary. I think my problems are algorithmic so if I'm not trying to rank for that term, I'm hoping I won't have an issue. I'll keep everyone posted with the results I see.
I figure I'll need to abandon that link anyway as my link profile is so much different than my competitors.

I always find these questions interesting. I think the best way to look at it is to remember that Penguin is algorithmic and not manual and that the algorithm is mathematical.
Assume there is an algorithmic penalty to a page with lets say 50 inbound links of varying value; what would that look like? IMO given that there is mathematics involved, you can surmise what happens this way:
Lets say that the bot detects some combination of link values that equal a change in the equation from positive to negative at some level: So a page that once had link juice to it equaling some X value times 100, or 100X. That page ranked well and you were happy.
Now, due to the change in the algorithm, there is an added equation that says for any page with these type links and a value greater than 50X multiply the value times negative one. (Note: I am being purposefully simplistic here) You now have these groups of links equaling -100X.
Now you are unhappy and you want to find a way to "fix" it. You are facing a rebuild to a new page or is there any chance I could just change the direction of these links by changing the direction of the devalued page? Well, here is the answer: You can do a 301 and it will have the same value it had if you left the page up and alone. If your new page that you 301 to has something that intrinsically makes it so much better that the math result on that page when added to the math result (-100X) from the other page makes it strong, then you will be fine. But, if you did not do the 301 and you simply built a new page, you would likely rank quicker by virtue of not working against yourself.
Now, for those who will say, "How do you know it is an inbound negative number," I will tell you I don't. But, either way, you are adding a damaged page's links or link value to a new page, what are the chances there is no deleterious effect to the new page? At this juncture, it is a gamble. Your call.

I think you should leave the URL as it is and work on building new, good links to the page. I suspect that the value of the links that had been helping the page rank for the target keyword were negated and thus the decline in ranking for that search term while still ranking for other terms.
If you were to redirect the URL to the homepage, as you ask, the penalty may or may not get redirected with it but you'd no longer have that URL to start over with (because it's being redirected) so that wouldn't achieve your desired result.
Read through this thread http://moz.com/community/q/can-penalties-be-passed-via-301-redirect and see if it doesn't make you think that leaving it where it is might be a valid option for you.

Seems like you would pass along the positive and negative link equity from that page to your home page.
My gut says that you would not want to pass a penalty of any type from one page to another.
Separate point here. The 301 redirect passing equity is really only effective if there is a semantic relationship between the two pages. In other words, if you have a page that ranks for red widgets and you 301 it to a page that is all about green bogies, you are not going to get much benefit. Google also does not like a many to one relationship with 301s and so you want to try and minimize that anyway.

So, even if there was no penalty, if not semantically relevant then it is really not worth it.

There's been many case studies where penalties have been passed with 301's. That may not always be the case, but it is something that can potentially happen. You may be better off working to fix your link profile.

Hi, I'm just looking to get some opinions on resource-page linkbuilding. These are links you would gain from sites when you use the following type of search operators: "keyword" + inurl:links

What do you think Google's thoughts on this subject would be when a large portion of the pages returned are long lists of links - usually these will be the title of the page linked to as well as either a bare link or an anchor text link. Are these long-term links that will continue to be relevant and worth spending time on for linkbuilding, or are these going to be see by Google as lower-quality links and potentially unnatural ? For example, Google's page on link schemes states; "Low-quality directory or bookmark site links" may violate their guidelines. Do you think that in some cases, resource pages may be seen as somewhat fitting this description? Thanks! Domain vs. page SEO
Hi I'm new to SEO and trying to optimize one of my pages. However this page that I'm trying to optimize is not the homepage. Does it mean that since I have collected links from other pages to my homepage that the specific page I'm trying to SEO doesn't get any "link juice"? And how could this situation be corrected? Is the only way to get direct links to the page I'm trying to optimize?

Niche Market without impartial authority for links
We've had trouble with one of our brand websites for years now in SERP rankings. When I first started working here 3 years ago I stated that the site lacks a content foundation to build on. A large number of our pages do not have proper text content or had duplicate content, there was no consideration of keyword usage in any title or body copy, and there was absolutely no reason for anyone to want to link to the site. I'm not a copy writer so I've pushed to get one hired, if even just on a freelance basis, to at least get some kind of content on the pages that I could work our keywords into. I'm hoping that soon they will finally start listening to me and we'll get that content in place. However, even with the content we have the problem of our market not having an impartial authority site that we could be linked from to help us build our own authority. The current authorities for our keywords are competitors. They've been doing a better job with their SEO and for a lot longer than us. The nature of our business restricts us from displaying pricing on our site which I feel is another major strike against us when it comes to organic link backs. We do not sell direct, all of our sells are made through authorized dealers and each dealer has their own territory that does not compete with each other. Additionally we do not have a MSRP and even if we did our dealers would explode if we advertised it on the site since there is such a wide range of dealer pricing. The only good thing we have going for our site currently is a new redesigned layout that makes it easier for users to navigate and get the information they need. I feel it is still to cluttered but I have to make the brand manager happy and that person insists on adding clutter that is not necessary. Additionally we added a new tool to the website, a custom tool that uses javascript and canvas to allow visitors to build their own product and request a price from their local dealer. The links we have to our site right now are from PR sites and sites that do not have any authority in regard to our target keywords. A while back we asked our dealers to help out by adding a link to our site from theirs. This was initiated by a third party company who had delusions of understanding SEO and so the links our dealers have work great for ranking us for our brand name but not so much in regard to the keywords we want to place for. Plus not every dealer is doing it. Our top competitors have over 3x the links to their sites than we do so we have a lot of catching up to do in that respect. And when I look at the sites that are linking to them it's, again, news and PR sites mostly. My line of thinking currently is to get our content issues under control and get all of our dealers linking to our site with properly constructed anchor text. I'm also trying to push to have more and more frequent press releases sent out to a wider range of sites than we currently target. I want to submit the customizer tool we developed (6 months of work and improvements/additions to be done in the future, so we're kinda proud of it) to sites that like to link to such things but so far I've not been able to find any. I'm just not searching for the right thing to find them is my guess. A few other ideas I've had is to reduce the page depth of many of our pages, mainly our product pages since they're 4 levels deep right now. I'm not sure if that's worthwhile though. How important is the url structure and keyword usage in them and how many levels should I try to keep from exceeding? We have an infographic on our site that generated a few links, are things like that really worth the time and effort though? Would it be better to focus our attention on something else instead? What I want to know is if my thinking is right and if there is anything else we should be doing that I haven't thought of yet. Or if I'm off base with all of this and we need to be focusing on something else entirely. Thanks in advance for any help/insight!

Lead Generation Sources Affected by Penguin?

For those of you who use directories as a lead source (rather than simply for link building), have you noticed anything similar? How are you coping with this? Competitor links on unmaintained pages
hey all, this is my first posting... I have a webpage that is a great resource (ranked 3rd for my keyword) , and unarguably better than the site that is taking the first 2 places. Because my page is a much more useful resource for the same thing I have been looking at who is linking to them and asking them to take a look at mine in the hope that they will replace their link with my more up to date page. The problem is a LOT of the high value links they have (many .edu links) are from old, now unmaintained pages, where I have no chance of getting a link (or even contact with a webmaster) Its frustrating that they have so many good links to such an out of date page. I just wondered if any of you have had a similar situation. It just seems very hard to knock someone off that top spot if they have been established a long time, regardless of the quality of their content. I guess there is no solution to it except to find lot of other high value links myself - so not so much a question as a comment really! but happy to hear peoples own experiences of that sort of situation.
