Thoughts on creating a resource/recommend links page in order to attain links?

Hey guys,
Just wondering, how does Google view reciprocal link building nowadays? I've heard in the past that it's something that Google isn't particularly keen on. However, more recently, I've also read that - as long as the links are decent (and in moderation) - link exchanging is by no means a bad thing.
The reason I ask is that I'm thinking of creating a "resource/recommended links page" for a client of mine. Because of their industry, it's really apparent that attaining links is often only possible if there is the opportunity of a reciprocal link in return. Therefore, I'd need to have a resource/recommend links page of my own.
Is this something I should go ahead with to make it much easier to attain links? Or should I try to avoid reciprocal links and attempt to pinpoint one-way linking opportunities - even if they're thin on the ground?

I would lean towards no. Yes you can probably get by doing it lightly, but the benefit would be minimal and not worth the risk. It is considered an unnatural link building tactic.

Will short linking to my site affect SERPs attribution of inbound link?
Some brand partners are using their short links to link back to our site (like bit.ly but they have their own). They have a high domain authority and trust so we want that link back to be read by Google. When I downloaded all inbound links from Moz, this brand's site was not listed, making me worried that the inbound link isn't being seen or considered! Haven't been able to find any info on this...

I would like to get a survey or feedback from other Mozzers who owns an SEO company or manages / hire link builders. **What is the average number of links does your link builder need to attain per week or month? what is their goal? ** I understand quality over quantity but I want to make sure there is a reasonable average to provide them goals and something to achieve on. Of course reward them more if they exceed or get .edu links. What do you institute? What do you think is fair and achievable per website? PS. There is no right or wrong answers here. I am looking for a measurable answer not subjectable. Again just gathering MEASURABLE GOALS.

Getting a link from a blog on every page querying what OSE is suggesting
Hi Guys My client has been offered a link from someone within their industry on their blog. The blog has 20 categories and multiple (hundreds if not more pages within each category). The owner of the website has said that would be happy to give my client a link on each of their pages (including their homepage). They have done this for another couple of people who they like before, so I typed these domains into OSE and noticed that for each page it shows a link and also the page authority. Domain Authority of this blog giving the link is 71 Home Page PA - 76 About us PA - 60 it goes on.........the least PA being shown is 52 so lets for arguements sake say the other 18 or say categories are PA of 52 too. My question is surely the OSE is not accurate to imply that my client could be passed page authority from 18 categories at 52 each + home page of 76 + about me page of 60? Hopefully you understand the point I'm trying to make

"gimme links" = easy to fill out profile/personal reputation links that offer a do-follow anchor text flexible link
I'm doing some SEO for small niche service sites...and aside from niche directories and some light article marketing and local search directories (yelp, etc) there really isn't a budget for content generation. I really only have a budget for profile/submission links. What are some sites where you can quite easily fill out a personal profile with an anchor text variable link that may not be THAT juicy but will stick (i.e. not a spam/fake profile type of link, but something like Linkedin). I'll start with giving away 1 www.istockphoto.com Any others that aren't obvious?

Effects of link bait page
Hi Mozzers! I'm thinking about putting a page with some interesting comedy content on my site as link bait and had a few questions on how i should go about it. 1. Should I link to this page from my home page or would it be better to build outside links to it and then funnel all the page rank to the pages on my site that i want ranking higher? I've been told that page rank is a tiny factor in ranking in the serps so is it worth doing if the only reason i'm building it is to funnel page rank to my important pages? The link bait page content will be on the same subject as my entire site so it will definitely help google associate my site with my product from the incoming links. 2. if a web page on my site receives links does it help other pages on my site to rank higher or just the page with the incoming links? One time i had a flurry of links pop up to my home page and it seemed like all my pages started ranking higher, but it might just have been coincidence? Any thoughts? 3. What's a good way to get my page seen by the masses to draw links? I thought about buying some stumbles on Stumbleupon to get it seen quickly but are there more or better ways to do this? Do http:// links to a http://www. site count the same to Google?
In terms of links to one's site helping your position on Google, if your site defaults to http://www.example.com (automatically adds "www." even if it isn't typed), does Google count links that appear as http://example.com (without the www.) with the same "weight"? Thanks.
