Apparently now OK to use PO boxes to optimize local search?

I've always stood behind what I thought was Google's policy of not recognizing PO boxes. But it seems like all you have to do now is create one and take 2 seconds to create a low-quality G+ page.
The below link is to a screenshot that shows my guy (yay new, high quality site with growing, relevant, authoritative content!) just out of the local results. He's not technically in Athens, so we knew it was an uphill battle. What's annoying though is the low-quality G+ PO box result above him.

I know the PO Box result is not great in a vacuum in terms of conversion, but fact is if it's just phone numbers you're after they're at a distinct advantage, with no effort.
For my client, we've indicated in G+ that he has a service area that extends into Athens. If Google is now favoring G+ results, I'm wondering if my guy should get a PO box instead?

Agree with Miriam! Google did not change its rules on P.O. Boxes, they are not okay for Google Places, despite some results still showing up here and there.

Google's rules have not changed regarding P.O. boxes (see: https://support.google.com/places/answer/107528?hl=en). Google states:
Do not create a listing or place your pin marker at a location where the business does not physically exist. P.O. Boxes are not considered accurate physical locations.Your business location should be staffed during its stated hours.
What you are seeing in the screenshot you've attached does not reflect a change in Google's rules, but a failure on Google's part to uphold their own rules. The P.O. box listing you've referenced is in violation of the guidelines and will likely eventually be taken down by Google, but this could happen tomorrow, next month or two years from now. It is not uncommon to find spam like this is the local SERPs, unfortunately, but it is definitely not a good idea for any Local SEO to advise any client to violate Google's guidelines. We have to teach clients how to succeed while adhering to the guidelines. Feel free to use the 'report a problem' link on the competitor's listing to report the P.O. Box as spam.
As you know, in most cases, Google deems a business as most relevant to its city of location. Because of this, if your client is not located in Athens, he is unlikely to appear in the local pack of results for searches stemming from Athens-based devices or containing the term 'Athens'. There are some exceptions to this, but they typically involve geographic regions or niche industries about which Google has less information and in which there is a low level of competition. A roofer outside a major city is unlikely to appear in the pack for those major city terms, regardless of what type of service radius he sets on his local listing. It looks like you are achieving high organic results for the client for a term that is important to him, and this is typically the best you can do for any SAB who lacks a physical location in a service city.
I totally understand how frustrating it can be to see spam in the local results. In some ways, Google has made major improvements in this area, but, as you can see, there is still a lot of junk getting through their filters. A Local SEO can set himself the task of using all available allowed method for his clients with the confidence that they will ultimately stand the test of time, whereas spammers' listings have a definite shelf life and may expire at any time. Checking in on Local
So it's been a few months since my most favorite thread "Local Really?" (http://moz.com/community/q/local-really) and I have worked tirelessly deleting duplicate citations, fixing incorrect NAP, and adding new citations for the two different locations my client works from. I have added a second Google Plus Local page and verified it as well and linked it back to the page for that location on my site. I have added Schema.org markup on each of the pages relating to the locations with the full address and correct NAP. I research with whitespark.ca to find new possibilities and compare with listings ranking highly. I feel like I have worked non-stop at this but unfortunately I have still seen 0 results from my examining everything. The Google listing is still on page 14 / 20 and seems to be stuck there. Is this fairly normal? I'm just at a lost as I have honestly tried to adhere to all the comments and advice given by everyone here (again while seeing the competition doing none of those things.) I think I'm just looking for that little "things look right just give it time and continue" or even "no! you're doing it wrong still" Thanks in advance!

Updating Over 100 Local Listings - Cleaning Local Profile and Upload Questions
Hello. I'm currently updating over 100 places in Google Local Listings They have approximately 300 listings already in the account, with approx. 100 of them already verified. The amount of 'True' locations is around 130. In order to provide maximum, appropriate NAP data, I need to update the 100 as well. So, my question is in multiple parts - 1. How do I override and update the current locations in bulk? It doesn't appear that there's a way. Every time I upload a datafeed, it gets a new listing. 2. Because of all the listings in various states of verification, (Over 200), is there an easy way just to clear them out that's NOT manual? 3. Is there a way to export all CURRENT locations? The datafeed download only contains items which are trying to be updated..there doesn't appear to be a way to export all current data. Thanks for any help you can provide about a project of this size is appreciated.

Local SEO Best Practice
Hi We currently have 6 showrooms in a geographical area (Scotland,UK) and each showroom covers a specific region within the country encompassing towns and cities. So for example showroom A based in Edinburgh covers a customer area of Edinburgh, Fife, St Andrews while showroom B located in Glasgow covers Glasgow, Livingston etc In google places I have drawn the geographical area on the map that each showroom covers making sure that they do not overlap At present some of which are ranking well in local but one is stating that 'google does not support this location' and after following previous advice on the forum this is still the case. Would I be better setting up another google account for this showroom and submit it again into Google Places or would it be better going into Google+ business pages? or are they the same thing? Finally is it worth using the following in Google Places? KML File and Geo Sitemap generation (these files are needed for Google) Address output in Schema.org format

Local SEO, hard time ranking a keyword
Hello. Im working with beauty salon client, i do rank them for top services, but there a term that i can't rank for, my page it optimized for this keywords (url,h1,h2) i have this keyword in Google places, as a category, and in description. i have build many citations with this term, BUT still cant rank it. Google local - is 7 pack really gone
According to a searchengineland post, Google has replaced "7 pack" results. But they are still appearing for local queries. Like for query "pizza restaurant new delhi" ( in Google.co.in ), i can still see 7 pack results. Has local and general search algorithms merged ?

Optimizing Google Places Listing - Please Help!
I claimed the Google Places listing a few months ago - added a description and all the necessary information. Finally got the page to show up in the places category on the 5th page for the search "vet las vegas". Then on some computers it likes to show up on the 8th page and on others the 5th page - weird!?. I need some help on the following: How can I get Google to put my website as an link in the "More About This Place"/citation section? The old website which was at a different domain is present but not the new one (the new one has been live for 2 months). -Am I missing any key information to help with my ranking? The 8th page is a pretty poor ranking and holds no value whatsoever. The description I typed out on Google Places does not display in the search results. - I am assuming adding citations is essentially just about adding backlinks that Google can pull to add to the "More About This Place" section - any surefire ways to get more citations there? Local search optimization for national product?
Hi all, My company sells a direct-to-consumer product nationwide. We have competitors that sell through local distributors. Therefore, many customers think that this is a product that must be bought locally. Because so many people search for this product locally, we want to be able to rank for local searches. But, because we sell nationwide, we don't have localized content. We have a competitor that created a page for each state which lists every zip code and city name in the state, but that seems pretty labor intensive (and not all that effective). Any ideas on how to address this problem would be much appreciated. Thanks!
