Google Penguin penalty is automated or manual?

Hi,
I have seen some of our competitors are missing from top SERP and seems to be penalised as per this penalty checker: http://pixelgroove.com/serp/sandbox_checker/. Is this right tool to check penalty? Or any other good tools available?
Are these penalties because of recent Penguin update? If so, is this a automated or manual penalty from Google? I don't think all of these tried with black-hat techniques and got penalised. The new penguin update might triggered their back-links causing this penalty.
Even we dropped for last 2 weeks. What's the solution for this? How effectively link-audit works?

Thanks for the response. Here I have uploaded our ranking screenshot. Please have a look and let us know your valuable understandings. Based on that, we conclude something to work on like link audit if we are certain of it.
We have improved ranking when we fixed certain broken links, but dropped on Sep 17th, which is too early to blame on Penguin (my guess). One thing to notice here is that we had reclaimed some links (around 10) on 15th and we dropped on 17th. We reclaimed more than 50 links for last one month. Do these redirects pushed us down?
We dropped more on USA.

First of all. Those are only tools. They predict if you have penalty or not but won't tell you in 100%: "You've been penalized". Im not using that kind of tools to tell somebody he was penalized or not. Nothing will replace digging into data.
Penguin penalty is "automated penalty" (real time now) and you won't see messages in google search console.
How effectively? If you got enough number of good links, then you have the chance to bounce back after link audit completed. If you don't then you can see no rise or not to previous serps but seo after will be 100% effective again (at least for a start till next messing with google). Also there's another option - that's not link related penalty.
Choice is yours.

Does google give any advantage to Webmaster tools verified sites?
Hello friends, I am seeing a strange pattern. i register 2 new domain and make sites on them and add no backlinks nothing only put content and did on page seo right. After 1month of google indexing. both sites are not showing in search for the targeted keywords, but as soon as i add them to Google Webmaster tools they both automatically comes to the 16th and 24th number for their specific keywords. So my question is does Google give any advantage to sites which are verified and added into its webmaster tools in terms of seo or authority?

Massive Google Search Spam
We have come to know that one of competitors of our client is spamming Google search results on massive scale. If we search with keywords like "iphone spy apps" , "text messages spy " etc then most of results from 3rd or 4th page onwards show totally irrelevant sites but when we click on those results/pages then all redirect to either http://topspysoft.com/ OR http://www.mspy.com/ . They have been doing it on massive scale for last few months against hundreds of queries and populating hundreds of search results. If use some country specific Google site then again hundreds of results come from totally irrelevant country specific domains (au,nz,uk etc) and they all redirect to topspysoft.com or mspy.com. Can you please tell how they are doing it and how they are able to do it on such a massive scale without getting noticed by Google ? How do I know what links are bad enough for the Google disavow tool?
I am currently working for a client who's back link profile is questionable. The issue I am having is, does Google feel the same way about them as I do? We have no current warnings but have had one in the past for "unnatural inbound links". We removed the links that we felt were being referred to and have not received any further warnings, nor have we noticed any significant drop in traffic or rankings at any point. My concern is that if I work towards getting the more ominous looking links removed (directories, reciprocal links from irrelevant sites etc.), either manually or with the disavow tool, how can I be sure that I am not removing links that are in fact helping our campaign? Are we likely to suffer from the next Penguin update if we chose to proceed without moving the aforementioned links? or is Google only likely to target the serious black hat links (link farms etc.)? Any thoughts or experiences would be greatly appreciated.

Google Results Pages. after the bomb
So, ever since Google "went nuclear" a few weeks ago I have seen major fluctuations in search engine results pages. Basically what I am seeing is a settling down and RE-inclusion of some of my web properties. Basically I had a client affected by the hack job initially, but about a week later I not only saw my original ranking restored but a litany of other long tails appeared. I wasn't using any shady link techniques but did have considerable article distribution that MAY have connected me inadvertently to some of the "bad neighborhoods." The website itself is a great site with original relevant content, so if it is possible, Google definitely recognized some error in their destructive ranking adjustment and is making good on it for those sites that did not deserve the penalty. Alternatively, it could just be random Google reordering and I got lucky. What are your experiences with the updates?

We seem to have been hit by the penguin update can someone please help?
HiOur website www.wholesaleclearance.co.uk has been hit by the penguin update, I'm not a SEO expert and when I first started my SEO got court up buying blog links, that was about 2 years ago and since them and worked really hard to get good manual links.Does anyone know of a way to dig out any bad links so I can get them removed, any software that will give me a list of any of you guys want to do take a look for me? Will Google Penalize Content put in a Div with a Scrollbar?
