Local Pack Ads v. Organic Business Listings

Hey everyone,
So I'm noticing lately that Google is showing ads via AdWords for my locations in the local pack. I am fine with that, but unfortunately it is now driving me a little bit insane wondering how much Google really cares about NAP, distance from centroid and or user, links to domain, completed business profile and so on.
They will pull an ad into the top of the local pack for my location, yet, my actual organic business listing in some cases will not even show up until I hit the second page of business results.
I get that it's Adwords, it's pay-to-play, but from most accounts, the differences in ranking for traditional listings results compared to business results on both desktop and mobile are pretty different. For example, by doing my traditional SEO best practices, I can rank high in traditional listing results even when my business does not show in the local listings. I have done this time and time again.
I am able to accept that since we have 100 locations in the US and our lists were an absolute mess before I got here, that some of our NAP across multiple directories and listing sites are not exactly up to snuff which I have been working on.
So I guess the thing is, if my location in Google's eyes is not good enough to be shown organically for the user even at the bottom of page of one of business results, why is it good enough to show an ad for my business location for that query as the absolute first result? Again, I know its Ad Words which basically allows you to cut in line like that special pass you can buy at a roller coaster park, but still. Isn't their goal to provide the best possible experience for their user? If they feel something is worth holding back my organic listing from the user, why is it fine with them to show the user that same location with the top possible local pack spot in an ad?
I guess this is more of a rant than anything but I wanted to know if anyone else is dealing with this or anyone has any info they have found that could help shed light on this? It kind of just kicked everything I thought about trust, authority, links in order to rank in the local pack organically out the window.

I love the answer. I am hoping as the evolve that and like you said, would have to guarantee work, that this would weed out more of the scammers along with rewarding the companies doing it the right way as well.

I happen to love philosophical Local SEO discussions - they are too few and far between, IMO.
You've pretty much answered your good question by understanding that paying for placement allows you to "cut in line" (I like that analogy). Traditional Adwords have never had anything to do with organic authority, which is why Adwords can be used by scammers to fool consumers (want a great but scary read: https://www.theverge.com/2017/9/14/16309752/google-rehabs-near-me-search-adwords-crackdown). So, it's not just that businesses with low organic rankings can dominate PPC, but that totally unethical business models can use it to scam the consumer public. This is in no way confined to Google's program, but they do get the lion's share of visibility.
Now, here's what I'm finding interesting. Google's growing Local Service Ads (formerly Home Service Ads) is a bit different, in that it has a quite serious vetting process AND that Google is obliging itself to guarantee work being done up to $2,000. This means that if Google allows a scammer to slip past them into the program, Google will end up paying for it.
While this doesn't directly relate to organic rankings, there is an indirect tie. I would theorize that a local business which has the credentials to pass Google's vetting process for LSA inclusion will also be working hard at building the real-world reputation that can lead to organic authority and high organic rankings. They will be earning good press, good links. So, in a way, LSA could reduce the disconnect between ads and business quality. Interesting to think about, right?

Google map pack confusion

My name's Rob and I'm the owner of Nimble Nerds in Sydney, Australia. We provide on-site visits to customers at their locations to provide IT Support. I would love some insight on my confusion please, as I can't get my head around it after months. I've made individual pages targetting individual suburbs, eg 'computer repairs putney'. I noticed that only suburbs without individual tailored pages were showing in google map pack. So to test it I deleted my Putney page so it would re-index to the home page. Not only did this not result in appearing in that suburb on Map pack I also lost my SERP ranking as well. Is it still good to make individual pages for suburbs please?
Is this going to negatively affect my map pack rankings in suburbs where they're pointing to the homepage?

Google business listing For more then one location
Hi there, I am Newbie to SEO, So please Help me come out From this Query, I have Client Who serves @ 4 Locations. I have Registered main Business Location in Google business listing , But What if i Do, if want to add My Other 3 Locations With Different Address?? as Website, Business Name, Same, So, I am Little bit confused, What Step i can do to make that Other 3 Listing on Gbl too??? 1800 number for google local
Hi A client with a local business has a 1800 number on their google plus page and most citations. How important is it to use the local number and not a 1800 one for google local? Should we change the phone number to the local number and update all listings? Or should we just continue with the 1800 number and stay consistent? I have added the local number as a second number on the google plus page.

Why does Google only display a 3 pack of local business results for some terms?
We have seen a pattern in the Google UK SERPS where only three local listings are triggered for a query although they have a more local results to show but chose to only show three: Anyone else seen this? Anyone know why? Is there a magic number for them to trigger a six pack, does the data set they pull from need to be larger for them to trigger more local listings. Local Optimisation without Local Pages?
What is the best and latest technique to optimise a website target lots of multiple local areas - I have a site where we want to target 10-15 local areas - at the moment the content mentions the local areas but not all of them as I felt it was going to turn into a list or keyword stuffing.I still see sites creating individual pages for each local area and including the areas in the url - the client wants to try and resist this as they do not want a lot of "bullsh*t" pages - (there exact words). What are the latest techniques or options? What have people tried and been successful with or equally failed with?

Local Subdomain vs. Local Subfolder
I know this is an issue that's been discussed here ad nauseum but I have, possibly, an interesting case. A third party company created our local search pages, and they perform very highly in SERPs, but are subdomains (local.website.com). But my problem comes down to two things, one of which isn't necessarily a subdomain vs. subfolder issue. 1.a. With the subdomain local.website.com we rank much higher for local search than we do for regular search on our main domain and it's respective keywords, would changing these subdomains to subfolders keep the link juice that the subdomain currently possesses and actually help our website rankings? b. And what strikes me as the most puzzling is that on local.website.com ALL of the content is identical (I can thank Copyscape for that) to the other local search pages on our own site and various other sites in our industry. I know the duplicate content is hurting our domain, which makes it even more confusing that our subdomain is ranking so highly for things like "diamonds by the yard florida". 2. We're an online only company, and I feel as though gaming the local search function isn't exactly something we should be doing, both from an ethical and an SEO standpoint. Is there any evidence that abusing the local search functions can have a negative affect on a domain's rankings? Hopefully this makes sense, if anyone needs clarification please let me know and I'll endlessly clarify. Thanks,

Google+ Business Listings: Hours Displayed Incorrectly
Hi, When I do a search for our brand + location name (basically making sure we at least appear for that) the hours displayed are incorrect except when I log into our account to edit the hours they are right. Ex: Google SERP displays hours 8am - 11pm but within business listing account hours entered are 8pm - 10pm. Has anyone come across this and why would it be? Is it a case of other citations showing the incorrect hours? Thanks for your help WMCA
