Spammy inbound links: Don't Fix It If It's Not Broken?

Hi Moz community,
Our website is nearing the end of a big redesign to be mobile-responsive. We decided to delay any major changes to text content so that if we do suffer a rankings drop upon launch, we'll have some ability to isolate the cause.
In the meantime I'm analyzing our current SEO strengths and weaknesses. There is a huge discrepancy between our rankings and our inbound link profile. Specifically, we do great on most of our targeted keywords and in fact had a decent surge in recent months. But Link Profiler turned up hundreds of pages of inbound links from spammy domains, many of which don't even display a webpage when I click there. (shown in uploaded image)
"Don't fix it if it's not broken" is conflicting with my natural repulsion to these sorts of referrals. Assuming we don't suffer a rankings drop from the redesign, how much of a priority should this be? There are too many and most are too spammy to contact the webmasters, so we'll need to do it through a Disavow. I couldn't even open the one at the top of the list because our business web proxy identified it as adult content.
It seems like a common conception is that if Google hasn't penalized us for it yet, they will eventually. Are we talking about the algorithm just stumbling upon these links and hurting us or would this be something we would find in Manual Actions? (or both?)
How long after the launch should we wait before attacking these bad links? Is there a certain spam score that you'd say is a threshold for "Yes, definitely get rid of it"? And when we do, should we Disavow domains one domain at a time to monitor any potential drops or all at once? (this seems kind of obvious but if the spam score and domain authority alone is enough of a signal that it won't hurt us, we'd rather get it done asap)
How important is this compared to creating fresh new content on all the product pages? Each one will have new images as well as product reviews, but the product descriptions will be the same ones we've had up for years. I have new content written but it's delayed pending any fallout from the redesign.

Thanks, I think I started checking that out but will go back and complete it.
We haven't built any PBNs but we do have an affiliate marketing program through Commission Junction and have found poor quality links as a result of that in the past so there's a likely culprit for some. We also have a direct competitor in the same state who knows digital marketing well, so it's possible they've tried to sabotage our link profile a bit.

I will expand on this but don’t do a disavow (unless google told you to disavow or you made them using a PBN) it’s not going to help you ask them to remove the bad links google is most likely ignoring.
I will explain more in 4-6 hours.

Can Moz generate 404 Broken links report in an excel format

Are the metrics in Moz's SERP analysis relevant in my area?
Our site (https://loco2.com/) specialises in train journey planning at ticket booking, so we want to improve our ranking when people search Google for a specific journey they want to make (eg "London to Barcelona by train"). We have a set of about 400 Guide pages (eg London to Barcelona) which we want people to find when they search for those journeys. I've been trying to find out why some of those pages do better than others in search, and what our competitors are doing better. I was hoping that the SERP analysis and Keyword Reports tool could help me with this, so I ran analyses for a set of the keyword phrases we want to rank for, but I was surprised to find that most of the metrics in both the basic and full reports don't seem to relate to how high in the search result a page ranks. The screengrab attached shows the results for "Brussels to Paris train", which are fairly typical - many of the top-ranking pages have fairly low scores for most metrics, and the metrics don't seem to have much effect on how high they are in the search results. ( I assume N/A means the Page Authority is very low, or is it not calculated for some other reason?) I looked into this a bit further by downloading full reports for 11 keyword searches, and comparing the average scores for each metric with the rank, but I still couldn't see any effects of the metrics on the ranks. If anything, pages with higher Page Authority and Domain Authority were further down in search rankings. Does this mean that link metrics aren't very important for the kinds of pages we're looking at? This makes sense to me, because if I'm searching for tickets from London to Barcelona I want to find a very specific results page which is unlikely to have many links, but I keep reading that link metrics are one of the most important factors in SEO. Why doesn't Open Site Explorer recognize the link from my twitter profile?
When I run a report on my competition I'm seeing their link show up in OSE's report under the "Linking Domains" tab, but when I put my site in there, it doesn't recognize my link from my twitter profile. Any ideas?

Where do these URL's come from?! (Indexation issues)
We have an international webshop with languages in the URLs. Our URLs are now set up as follows: http://thermalunderwear.eu/eng/category/product Now, we know that there's some kind of strange redirect problem causing problems with our indexation, this is a technical issue that should be fixed soon. But whether this is the cause of some other strange problems, I do not know. I'd be happy with any help/advice/tips. 1. The SEOmoz site crawler starts at http://thermalunderwear.eu. This currently does not yet redirect to http://thermalunderwear.eu/eng like we want it to, but all the links on the page do include the default language code. So all links on the page are http://thermalunderwear.eu/eng/category etc. However, apart from those URLs, the site crawler finds many URLs in the form http://thermalunderwear.eu/category/product etc., so not including the language variable. Where it gets these I do not know, and since these URLs dont exist and the webshop simply shows the homepage, these URLs all have 50+ duplicate titles/content. Why oh why? 2. If I do a Google search for indexed URL's with English as language, I get many results formatted like this: Coldpruf Enthusiast mens thermal shirt - Thermal wear for men ...

Group by domain broken in OSE?
When trying to browse the results using the "group by domain" filter in OSE, when you click on the next page or one of the page numbers the results go back to the ungrouped list.

SEOmoz Crawl CSV in Excel: already split by semicolon. Is this Excel's fault or SEOmoz's?
If for example a page title contains a ë the .csv created by the SEOmoz Crawl Test is already split into columns on that point, even though I haven't used Excel's text to columns yet. When I try to do the latter, Excel warns me that I'm overwriting non-empty cells, which of course is something I would rather not do since that would make me lose valuable data. My question is: is this something caused by opening the .csv in Excel, or earlier in the process when this .csv is created?
