Is there a search engine that reads a title tag longer than 70 characters? What is the harm in writing a title tag longer than 70 characters?

I understand that from a conversion perspective having a title tag in excess of 70 characters is meaningless as no one will see it on Google. I also understand that some believe that a title tag with more characters may dilute the strength of the terms you really want emphasized (although there doesn't appear to be universal agreement on this point).
That said, for ranking purposes, will Google consider more than 70 characters in the title tag?
I have a specific reason for asking this question. My clients are professional service providers. Some of them are located in suburbia where no one particular suburb draws a lot of traffic. Given my content constraints and limited number of title tags, I would like to squeeze as many suburb names into the title tag even if it means that they are not visible, just for ranking purposes.

Just a follow up note to Daylan's great advice, the harm in it being longer than 70 characters is that the keyword usage becomes more diluted and less specific.

All search engines technically 'read' titles that are longer than 70 but will only display 70 or less. Anything longer is displayed with an ellipsis ( ... )
As the title is the first thing that users will see, having content in it longer is of no benefit (if you cant read it, whats the point?)

I'm updating some older pages and was wondering about potential penalties from having keywords that start with the same phrase. It's a geographic area so there is the "full name" and the abbreviated name. I'd like to have keywords for both. Hi, Is there an optimum character limit for attribute titles like there is for meta titles? On my ecommerce site I am adding about 280 characters product category page headers to succinctly describe what the page is such as in the example below; MENS BRIEFS + TANGAS We stock a range of mens briefs from leading designer brands that offer popular cuts and fabrics such as mens cotton briefs. You will also discover styles that are a little more risqué for those looking for something more daring in sexy mens briefs and tangas. I have added the following [title attribute] to this header text (MENS BRIEFS + TANGAS)so it displays the following title attribute text when you hover over it. My intention behind this is so that it enables me to provide visitors with access (via assistive reading software or hovering their cursor over the header text) to a bit more information, which they my find useful [title attribute text] - Mens briefs and tangas. These are possibly the most common and long established style of mens underwear, yet they still come in a variety of cuts and styles. The common feature amongst all men’s briefs is that they have a full rear panel that partly or entirely covers the bottom. They will have cut away legs, a pouch at the front and are supported with an elasticated waistband. Briefs and tangas can vary in the amount coverage in the side panels around the hips and top of the legs and the rear. I am optimizing title tags and was wondering if it makes a difference if I use "commas" in between keywords that are synonyms or should I use "and" instead?
For example: "pants, trousers at pants.com" or "pants and trousers at pants.com".

Duplicate Page Title
Wordpress Category pagination causes duplicate page title errors (ie. when there are so many posts in the category, it paginates them), is this a problem? Your tool is reporting it as a problem... but ProPhoto (my Wordpress provider say it is not a problem). Here are the 2 URL's with the same page title: http://www.lisagillphotography.co.uk/category/child-photography/ http://www.lisagillphotography.co.uk/category/child-photography/page/2/

A website has several wigets to show Each wiget with its own page The wigets mostly just vary in size How would you suggest titles be done? Example: Wiget 1ft Wiget 2ft Wiget 3 ft an so on........ Would this trigger a duplicate content issue given “Wiget” leads in the page title?

H1 tags the same on all pages - problem?
I generally use wordpress as a CMS and have the H1 tag coded in the header.php include file. This results as it being the same in all page - I normally do something like Keyword - Company name and set the company logo as the background and move the text off screen using text indent (CSS). Is having the same on every page a bad thing? I might be tricky to change so their all unique.
