They are certainly using some black techniques to get backlinks otherwise it is not possible to get such number of backlinks. Google sometime miss but Google will penalize that website when they caught. After penguin 4.0 I assume they will caught soon.

I had a website with .com and target market was UK. Site performs well in .com but when I got .co.uk website conversion goes up. As you mentioned above that very little SEO work has done on current website I would suggest you to get .co.uk domain and no need to use 301 redirect in your case ("Its a young company with little or no SEO pedigree, and under 50 external links.).
My suggestion is purely based on my experience.

Primary keyword - Secondary keyword | Brand name and rest two keyword you can use in web page content.

It worth mentioning that the referral exclusion list does not work for traffic that is already cookied. So if a returning visitor had a referral source set before you added it to the list and then visits as direct, they will still have that referral source. Please check your session settings under Property -> Tracking Info -> Session Settings -> Campaign Timeout. If it's set to six months for example, it will take six months for all the self referrals to disappear.

First of all Google search is not case sensitive. You can try yourself by searching acronym in all caps and in lower case, you will find Google showing same SERPS. You can use either in caps or lower case both will work and be weighted equally.

I would track both. Post-Hummingbird, Google has gotten much better at understanding synonymity - if you choose to optimize for one consistently, Google is going to understand your pages are still relevant for related queries, even when you may not have specifically optimized for them. This is why a lot of people are noticing that Google is modifying their how their Title Tags display in the SERPs - they're tailoring them to the queries for improved CTR but they can do that only because they know the modifications are still highly relevant to the listed page.

First of all if you are going to keep everything same like keywords, landing page, ads I don't think QS will improve in new campaign( no need to create new adwords account but yes yo can pause/delet old campaign and create new campaign).
What is current qs range in your campaign.
You should also use more restrictive keyword match type and you have to keep eye on 'search terms'.
*IMO creating new account will not help because qs will start from 6 in new campaign and after 1000 impression your real qs will start showing

IMO it would take 4-5 hrs max because campaign is not very big. I have no idea about the cost but I would suggest you to go upwork.com post your job and defined maximum budget like $30/$40. I hope you will get many proposals.

**Don't use whole meta description in caps only CTA part in caps e.g FREE DELIVERY OR FREE SHIPPING.
