As always, it depends. Are these websites related, all good quality, without spammy backlink profile or any manual actions? - If so, then yes, it would be better to consolidate. However, if each of those websites is separate entity which is known, well received and kinda lives on it's own, then it might be better to leave them separate. (Another option would be to put them under the same domain, but on different subdomains to make management easier)

1. Well, it depends on the link. As we know, with 301 redirect about 95% of link juice is being passed on. Therefore if a backlink is spammy, 95% of its "spaminess" will be transfered too. Again, it depends on the quality of backlink. I say look at old domain backlink profile, disavow all bad and spammy links and after it's disavowed do domain redirect.

2. Again, it depends. If all the content from all websites is related, not duplicate and good quality - it is better. You would basically just combine all the goodies in the same spot. However, if content is not related, bad quality - you gonna get one huge dump instead of several small ones I prefer small dump which are less noticeable

I assume you are talking about adding UTM tracking parameters to the links on local listings profiles like Yelp, G+ etc?

If so, as far as I know there is no way to control anchor text, so users will see full url with all parameters, which might be confusing.

But overall - it will be helpful to see how many people are actually finding your client in local search and, if it's large enough number, they might want to invest in promoted listings within those networks. Other than that - I can't think of any benefits.

Well, it's quite usual for this to happen. It happens to every website, no matter what you do. Now, there is no really way to fix besides disavowing. And yes, it takes time and effort. However, here is a thing. Unless those spammy websites' backlinks are significant part of your backlink profile (i'd say more than 3-5%), it wouldn't affect your website "health". You can look at MOZ's spam score. If it's less than 3 - you're good.

So, to sum up - no, there is no way to fix it, but disavow. And the way to "fix" it without fixing it is to have large backlink profile with lots of quality backlinks to ensure that even if you have those spammy links, their share would be so small, it wouldn't matter to search engines.
