Are there any hard rules about internal linking of homepage?

Hi all,
Usually we link homepage from all pages. That's definitely a boost for homepage to rank well. Do we need to interlink homepage to the highest? Including links from subdomains or sub directories.

"interlink homepage to the highest": I mean do we need to link homepage from highest number of pages? This is something we can see from "Internal links" in Google search console. I just wonder if you link to other pages more than to homepage.

Linking to the homepage from every page would only be natural. From subdomains and subdirectories, it won't be bad to link to your main sub's home, depending on the content of these pages. What do you mean by "interlink homepage to the highest"?

Footer links on my site... bad for passing page rank?
i've been told that it is possible that google discounts the weight or page rank passed in footer links of websites and my website has the navigation to many of my pages in the footer of each page. My whole website is about 20 pages so each page has links to the 5 most popular pages at the top and the rest of the links are in the footer of each page. Am i losing page rank by having these links in the footer? Should i make my navigation different? I have lots of articles on my site so i thought it might be not only helpful to my readers but give my pages an seo boost if i placed in context links in the body of my articles to other pages of my site. Homepage Not Displaying Changes
I changed our homepage banner image, and the change shows up if I'm logged into site (it's a WP site). However, when I log out of WP and go to the site, the change doesn't display. I've cleared the cache's, tried different browsers and on different devices, but it only shows the updated version when I'm logged in. Why would that be? And, how can I "force" it to update? Google penalty for links opening in new tab?
Our web services provided suggested that Google doesn't like in-text links that open the link in a new tab. Can anyone verify this? We often link to outside credible resources for our audience, though it seems smarter to open in a new tab rather than risk that the person will not navigate back to our site after finding us.
