How can I project changes to Page Authority?

Lets say I have a PA 50 website, and I just got a PA 60 link from another site. Is there any way to project, mathematically, what that new link will do to my page's authority?
Would the formula look something like this?
New PA = Current Page PA + ((New Link PA*dampening factor)/Total number of links on new page)
In the absence of a mathematical model to predict shifts in PA, how can you be confident that a specific action will help you progress towards an authority objective?

A couple notes:
- Page Authority measures the authority of specific webpages, not websites. The authority of a website is measured by Domain Authority.
- SEOmoz's authority metrics are not the same metrics Google uses, so don't place too much emphasis on your SEOmoz authority metrics. They are useful, but far from infallible.
- You can never be 100% certain how any specific action is contributing to your site's authority. The closer your links adhere to best practices and Google's "wish list", though, the closer to 100% confident you can be.
The answer to your question, unfortunately, is no. Page and Domain Authority metrics are based on dozens of specific metrics. Additionally, they aren't simple mathmatical metrics. They use "a machine learning model to predicatively find an algorithm that best correlates with rankings across thousands of search results that we predict against."
So you would need to predict how dozens of individual metrics would change, as well as how the algorithm itself will change at the next update.

The same page ranking twice in the top 10?
Whilst doing a SERP analysis for a particular phrase, i noticed that the same page is ranking twice in the top 10. I've known of the same domain ranking twice with different pages which makes sense but to see the exact same URL ranking twice is a new one for me. What to do about one site dominating search results? (multiple pages ranking)?
Anybody have thoughts on dealing with search results where the same site gets listed multiple times? "weebly vs wix" is one example (same site #1-3, repetitive articles, not crazy high authority), but I see this now and then. I know Google likes variety, so it's weird for me to see results like this dominating search results. Thoughts? What gets these sites to take over the top rankings for a specific term? Any way to rise up in this situation, outside of the usual? Any tips on duplicating this kind of success?

Moz Rank Moz Trust and Authority higher than my competitor but still getting outranked
Hi There, I'm new to SeoMoz but ive been using it for the past month and I've been using the tools to try to optimize my site but for some reason even though my metrics are showing that my rank and authority are rising past my competitor they still rank higher in the searches. my website is the site on the far left with the domain authority @27. the competitor that keeps outranking me is the third from the left with a domain authority of 12. Working through the slides on my first seo project, I'm trying to determine the most popular content on competition sites.
From the video, I understand I should be looking for unique opportunities. But is there a baseline for product qualification, ie., a min. Can anyone suggest how they're #1
Hi, I'm really struggling to see how these guys are number one on google (from the UK) when searching for "picture framers york" Their SEOMOZ on page grading for the term is an F, so on site SEO is minimal if any. Their backlinks are almost nonexistant, take a look at the competition report (attached) through market samurai. Everything I thought I understand about SEO is currently being turned on its head because with the information available, they shouldn't be there. I thought maybe its the proximity to 'York' center, but they aren't that close to be honest. So any advice greatly appreciated as to why they are #1 so I know what it is I can do as an SEO.
