Is This a Misuse of Structured Data (JSON Recipe Tag on Collection Pages)?

I've noticed that many food blogs use the "recipe" tag to rank collection pages in carousels. For example, for the search term "Zucchini Recipe," Gaumenfreundin is in the first position in the carousel with a page that contains multiple recipes.
This makes sense if the user intent is plural (e.g., "recipes") - but in the singular?
According to Google's guidelines, the recipe tag is intended for individual recipes. Google even states that it is a misuse if only the ingredients are listed without the steps.
So, isn't it against the guidelines to tag a collection page (even additionally) with the recipe tag? This practice is already common in the US market.
Is Google aware of this and possibly tolerating it because it sometimes makes sense to present multiple recipes to the user? For example, "Zucchini Recipe" - the user might not yet know exactly what they want to cook with zucchini.
Or do you think Google will take action against this practice in the future?

Duplicate Title Tags/Meta Tags for Website with Multiple Locations
I currently have an insurance website that has over 40 offices in Ontario. The site also provides online quoting.

In some of our programming, we have implemented variables in the URLS that will allow the quotes to go to the specific city offices - the issue I am having is that the quote in itself is the same quote form (same title, same meta) because it's technically one page on the website. We did it this way to avoid having to update 40 forms if a field on the form were to change. Is there any way I can relieve my site of this duplicate title tag/meta tag issue? I'm doing competitive research and noticed that one of our competitors (who outranks us) uses canonical tags on every page on their site. The canonical tags reference the page they are on. If a page has more than 100 links, rather than splitting up the page into multiple pages, is it ok to use name="robots" content="noindex, follow" />? Title tag questions
General title tag questions how important is it not to change your title tag, I own a prom dress site and I'm always changing them between prom and homecoming' Is it bad to have title tags that are only different by one word across thousands of pages on your site.
