Using parked domain page to get 50k+ of low quality links, good idea?

Hi all,
I'm managing the seo for a hosting company. We have a lot of parked domains with a parked domain page. This will now be updated to promote our products.
When this page is updated it will give 50k+ of low quality links to specific pages almost overnight.
We curently don't have a very good seo ranking for our keywords, so there is little risk on the downside in the short term.
Do you have any suggestions as to how I should go about this?
Some alternatives off the top of my head:
1. get the page up an focus all the link equity on relevant pages with keywords in anchor text
2. add noindex / nofollowto all pages or only part of them to avoid puishment
3. add noindex / to the majority of the pages and "release" a percentage every week or so to avoid a "link bomb"

Thanks for the replies! I'll go ahead and let the links pass power with a proper disclosure on the page. If it all goes south I'll post an update here.

Under ordinary circumstances I would just go ahead and do it, however lately I am seeing an increased activity of Google taking action against link manipulation. I would put proper disclosure on the landing page explaining why users are seeing it and if you do get in trouble it's a very simple explanation to Google.
If you, however, trigger an algorithmic filter then the solution is to nofollow all the links and wait for Google to pick it up.
If you don't want any dramas to start with use nofollow straight away.

Most of these parked domains probably have zero inbound links from other websites that can be found in Google's index. If that is true then the links from these parked domains will pass zero power to your primary domain.
Is there any risk? One way of looking at this is your "intent". If Google thinks that the links that you place on these domains were placed to manipulate rankings then you could be whacked for it. Using keyword optimized anchor text could be a signal that you are doing this for manipulation.
If I controlled these domains and had a long-term stake in my primary website I would probably "nofollow" the links and try to get my links from another method.

I have an idea that might help people evaluate casually the strength of backlinks. I'm thinking of building an upvoting list of backlink pages. People can vote on how they feel the strength of the backlink site has personally helped them. When giving presentations in our industry, we often find that the PDF or PPT document is then hosted on the origination's domain for download by event attendees. If these files have links, do they count as inbound followed links?

Is building a Link Network from scratch a good idea?
My SEO agency are suggesting that they will build a Link network from scratch by buying domains and building blog sites on them. All sites that link to my site would in theory be 'clean' and as we build up their authority we increase the value of the links to my site. One of the upsides is taht we would have complete control of all the links. This does sound a bit spammy but in theory could it work?

What is a good average cost to acquire a link?
If you use a link building tactic for long enough, you can estimate the average cost for each link that is acquired through that tactic. For instance if you typically get 10 links from an infographic that costs $1,000 to create and promote, your average cost per link is about $100. What range do you target for your average cost per link? What average cost would you take all day long if you could scale it?

Can I Boost Ranking Linking off Pages internallly?
My domain authority is relatively low, but my right now my homepage seems to have the highest rank. If I place a few internal page links on my homepage, would this boost ranking on internal pages? Or would it pull juice away from my homepage? Using the Seomoz OSE I see alot of my competitors using this type of strategy linking internally. Also would using breadcrumb links benefit me in anyway? Paying someone to get me links-bad idea?
By this i dont mean paying for links as such...I mean the people that advertise on websites like Fiverr saying they will get you links to your site from edu/gov domains...or angela/paul style links etc. I'm doing all the proper link building stuff like blogging/guest blogs/articles etc etc but am up against competitiors with thousands of links...Is this a way to 'catch up' or should it be avoided.
