What is the best way of generating links with our exchanging them

I have read that google do not look kindly at sites that exchange links so i am trying to find a way of generating links to a new site.
I am building a new site and need to start to get google to index it and build important links to generate traffic. I have looked at link exchange sites but have read that this is not great with google and it is better if you have sites where there is just one way linking.
I do not want to buy links and would like to find a way of generating free links which can help build up traffic and the status of my new site.

Forums: find forums, that are related to your sites topic. Engange in a relevant and useful way. Put a link to your site in your profile. Promote special content (articles, lists, funny stuff) in your profile.
Blogs: Comment on related topics, but don't do the regular "Great article, thanks" stuff. Contact the author, ask for a guest article.
Twitter, Facebook, LInkedIn etc: Create a profile with your brandname (twitter.com/brandname) and link to your site. You might want to use a service like http://knowem.com/
Google Places: Create your places profile and link to your site.

Just to add to what EGOL has written. In the early stage of your site you really need to be proactive about marketing your content. Get involved in communities where you can promote (in an non-invasive way) your content. Don't be afraid to contact webmasters to let them know about your content. And don't be afraid of the occasional link "exchange".

The best way to get links is by producing content that is so interesting, informative, useful, funny, beautiful, etc. That other webmasters will be so impressed that they will share it with their visitors. This is not easy to do, but if you can do it you will receive the most valuable types of links with a minimum of effort.

No follow links on a blog
Hi On our blog, we have a section called 'Tags'. I have just noticed that these links are all "no follow" links. The tags section does appear on every single page on the blog - is this recommend to have them as 'no follow' links or should I get our developer to change them. Thanks

URLs in Greek, Greeklish or English? What is the best way to get great ranking?
Hello all, I am Greek and I have a quite strange question for you. Greek characters are generally recognized as special characters and need to have UTF-8 encoding. The question is about the URLs of Greek websites. According the advice of Google webmasters blog we should never put the raw greek characters into the URL of a link. We always should use the encoded version if we decide to have Greek characters and encode them or just use latin characters in the URL. Having Greek characters un-encoded could likely cause technical difficulties with some services, e.g. search engines or other url-processing web pages. To give you an example let's look at A) http://el.wikipedia.org/wiki/%CE%95%CE%BB%CE%B2%CE%B5%CF%84%CE%AF%CE%B1which is the URL with the encoded Greek characters and it shows up in the browser asB) http://el.wikipedia.org/wiki/Ελβετία The problem with A is that everytime we need to copy the URL and paste it somewhere (in an email, in a social bookmark site, social media site etc) the URL appears like the A, plenty of strange characters and %. This link sometimes may cause broken link issues especially when we try to submit it in social networks and social bookmarks. On the other hand, googlebot reads that url but I am wondering if there is an advantage for the websites who keep the encoded URLs or not (in compairison to the sites who use Greeklish in the URLs)! So the question is: For the SEO issues, is it better to use Greek characters (encoded like this one http://el.wikipedia.org/wiki/%CE%95%CE%BB%CE%B2%CE%B5%CF%84%CE%AF%CE%B1) in the URLs or would it be better to use just Greeklish (for example http://el.wikipedia.org/wiki/Elvetia ? Ratio of linking C-blocks to Linking domains
Hi, Our linkbuilding efforts have resulted in acquiring a high number of backlinks from domains within a C-block. We all know Google issues penalties whenever someone's link profile looks unnatural. A high number of backlinks but a low number of linking C-blocks would seem to be one of reasons to get penalized. Example: we have 6,000 links from 200 linking root domains coming in from 100 C-blocks. At what point should we start to worry about being penalized/giving off an unnatural look to mr G?

What changes to a website constitute resubmitting a sitemap? For example, if I add new in-site links, should I then resubmit? Or is it more for changes to URLs, Page titles, etc?

Metrics to determine the quality of a link?
I found this very useful post on SEOMoz http://www.seomoz.org/blog/525600-metrics-how-do-you-measure-measure-a-link, but its a bit dated. Also, it doesn't really help in terms of applying exact metrics to measure the quality of a link. Does anyone have any other suggestions to help automate / determine the quality of a link?
