Setting Up Localized City Pages and Duplicate Content issues

We are setting up landing pages on our site that will cater to specific cities, in an effort to be more relevant to the users in those cities and also capture more localized traffic. These regional pages will each have a unique paragraph at the top, but below that is a sentence or two about each product line that would be difficult to rewrite with quality more than 10 - 15 times.
Would the paragraph at the top of the page be enough unique content (about 4-5 sentences)? Obviously the duplicate content wouldn't be to my advantage, but is it really necessary to rewrite the other sentences about the product lines?
What's the most efficient method to complete this project in a whitehat fashion?

Thanks for coming to Q&A with your question, which is a great one! I'm the Local SEO Associate here in the forum. Members are giving you some good suggestions. I'd like to add to this.
I strongly recommend that you put more effort into your city landing pages than what you are describing. 4-5 sentences is really just a blurb - more like an intro than the content of a whole page. I recommend that you find more to say about each city in which the client serves than this. Then, if you have in the midst of this, a small list of the client's services/products, only a tiny percentage of what is on the page will be similar.
Creating city landing pages is one of the most common tasks I accomplish for my clients, and I treat each city as being deserved of a full article. It's an approach I have seen work time and again and I highly recommend it!

What about making the writing into an image(that way it wouldn't be crawled it might look cool or weird not sure? How are you going about setting up the localized pages? I'm about to do something similar and wouldn't mind a few tips

To be honest it would be better to have unique content on the whole page, but if that is not possible just place the unique content near the top of the page so it is crawled first then have the other content after that.

Address not recognized in Yahoo Local
Hey everyone, I'm working with a client to get their Yahoo listing all setup. The problem is that they're located in a fairly new industrial complex that looks like it hasn't been added to Yahoo's map data. I'm unable to create a listing for them because Yahoo doesn't recognize the address as valid. How long does it take for Yahoo to update their map data for newly constructed areas? Business with Google + Business Page not showing with map
Hi I set up a Google + business Page for a client and we claimed their address (it shows in the Google Maps page fine. The page has been created for a while now but when you search for this business it does not show the map to the right? Any thoughts? BTW we have two locations and both have separate pages - thought this could be the issue but then when I added the business name + the location still not showing.

Does displaying a mobile number for business hurt local SEO?
Perhaps a silly question but could someone please clarify if displaying a mobile number in the main site or Google places etc would hurt local SEO? Is having a regional landline/fixed telephone number a ranking factor? EDIT: This is for a UK site, does anyone have experience of this is UK please?

Page Extension for SEO Post Penguin
I am setting up pages for an SEO campaign. This campaign will focus suburb/area focused keywords to the home page and an inner page talking about the local area. My keyword I am targeting is "flower delivery brisbane" The keywords pointing back to both pages will be made up of brand and variances of the keywords so that is ok What I would like to know, am I know over optimizing the inner page extension "flowers delivery brisbane" as it is an exact match of the main keyword to rank since google penguin. How can we geo-target our website optimization for cities besides our physical location?
We have a client that is a solar energy installation & leasing company in Austin, TX that wants to target the Houston and Dallas markets. We can do a Place Page for their physical offices in Austin and San Antonio to drive traffic for those cities. But we’re not sure the best way to help them rank for Houston and Dallas, where they don't have a physical address. We’re considering a separate landing page for each city, optimized for the geo-term. Will that help them to rank in the 7Pack in Houston and Dallas, if there’s no Place Page? Will it help them rank in the organic listings for that region? Can you offer any other suggestions for how to help them rank in 2 cities where they don’t have physical offices?
