Ranking discrepancies

The head office of our organisation has just set up a new website and I see that it is ranking third below two of our retail stores. I performed a link analysis s and see we out rank our stores in terms of Links etc. Can someone explain to me why we are below these stores. Also our website was only launched a week a go. Could this have an effect?

There are a multitude of reasons why your new domain may not be ranking above your retail stores.The age of the site is probably 1 factor amongst many.
If I were you I'd give it a month or so to settle down before panicking too much.
If it's mission critical that the new site rank #1 then I'd consider using PPC to get the visibility while you do some work on it.

How much 'ranking power' would a link from a privacy policy page of a Big Brand have if the site content is totally unrelated?
Let's say that Site A is a large brand with high authority ( Moz shows it at 90 DA). Site A is about “Blue Shoes”. Site B is about “fishing”. If Site A links from their privacy policy page to Site B … would that inbound link carry enough weight in a way that could impact rankings for Site B given that the content is totally unrelated and it's a link from a privacy policy?
