Best way to build links?

i want to build high piority links and some high pr one's. what tool should i use? i was thinking of using scrapbox.
any insights?
i already have 2 high ones from youtube and google +1

A great way to build links to your site is to first seek to understand what content your audience wants (especially influencers and linkerati) and develop that content. Then look for ways to promote your content to people who have sites and tend to link to awesome content. People are more likely to link to content that is tremendously valuable or relevant. Developing relationships with key influencers in your niche can help a lot. Look for ways in which you can help these influencers before you ask for a link. Remember it is a marathon, not a sprint!

Suggest me a best plan for linking building chart for small static website.

So how many links we are supposed to post and in how much day time gap example: 15 Links in bookmarking, 10 links in classified, weekly one article submission, after one week the same cycle goes on.....

Is competitive analysis only for high level links now
Hello, Is finding backlinks through competitive analysis only for high quality links these days. It seems commonly thought that link building is dead. If the site with a link section in my industry has a DA below 35 should I leave it alone? Or what's safe and future (update) proof these days? Thanks!

Is there a paid link hierarchy?
It seems like the more I learn about my competition's links, the less I understand about the penalties associated with paid links. Martindale-hubbard (in my industry) basically sells links to every lawyer out there, but none of the websites with those links are penalized. I'm sure you all have services like that in your various industries. Granted, Martindale-hubbard is involved in the legal community and it's tied to Lexis Nexis, but any small amount of research would tell you that paid links are a part of their service. Why does this company (and companies that use them) not get penalized? Did the penguin update just go after companies that got links from really seedy, foreign companies with gambling/porn/medication link profiles? I keep reading on this forum and other places that paid links are bad, but it looks to me like there are fundamental differences in the penalties for paid links purchased from one company vs another. Is that the case or am I missing something? Thanks, Ruben

Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? Link Building on Blog Posts w/ Ads & Mostly Pictures
I found a group of similar websites that offer anchor text links with good to great domain and page authority (30 to 75), but I'm not sure how "safe" they are. Most of their posts are compilations of images/logos and there are a lot of ads on the page. Would links from sites like TutorialChip.com help or would Google discount them because of the nature of the site? Thanks!

Link quality warning from GWT and drop in keyword ranking.
So last December we saw our hard work pay off as our Panda penalty was lifted and our traffic shot back up to pre-Panda levels. Then in February we received this note: We've reviewed your site and we still see links to your site that violate our quality guidelines. Specifically, look for possibly artificial or unnatural links pointing to your site that could be intended to manipulate PageRank. Examples of unnatural linking could include buying links to pass PageRank or participating in link schemes. Since December we've lost position on 80% of our top 100 keywords. I've gone through our links and can't figure out what the problem may be. Maybe I'm not using OSE properly. We don't buy links so I'm not sure what the problem is. Link Building: High Ranking Site vs. Relevancy
Hello, When link building, is it acceptable to link with a site that has high authority but has minimal relevancy to our site? For example, if we sell nutritional products and the link exchange would be with a site that relates to free coupons, would that work? Also, if we are publishing articles on other sites, should we also publish them on our own site? Should we add "nofollow" if we publish them in our site?
