On-page score vs adwords quality score

Dear Sirs.
According to your on page SEO card my page gets an A grade. But in google adwords the quality score is 3. Why is that? What's the difference?

Quality score is determined by click through rate and relevance of the advert. The landing page quality is a factor but not the biggest factor in determining quality score.
Split your keywords into more targeted groups, make sure the ad is relevant to the keywords in that group and increase spend to get your quality score up.

Landing Page Idea
I have an Insurance Agency and I'm working on new landing pages to hit our surrounding cities. my 1st question is: On my Homeowners Insurance Page, can I add a section for Area's We Insure. To look like this Area's We Insure Allen Plano Frisco McKinney Highland Park Then make each one linkable to it's City Landing Page? Is there any reason this would hurt my seo? 2nd Question: Can I have the City Pages hidden from my navigation- as I already have a huge drop down menu already. Why is this page not ranking?
Can you please tell me why this page is not ranking. http://goo.gl/BqoRT The page doesn't rank at all for keywords but even if I copy a line or 2 of text it still doesn't rank for that text. Any help will be much appreciated.

Google Indexed = 35, 445 pages, Bing Indexed = 243 pages... Why?
Dear MozSquad, Can anyone check our site and let me know if there's anything super apparent that would cause Bing to treat us like a bum on the street? I recently made some structural changes which really helped with Google, but Bing didn't even budge. It's a lot harder to keep up with all the SEO initiatives I have in mind with it being a small start-up where I'm responsible for planning the entire Internet Marketing campaign, giving constant input on UX and site design, etc on top of 900 other things, so I figured it'd be a good time to use The Moz to help a brother out. Several Links in Some Pages
Dear all, Our main site is a bussiness directory, and following some SEO advices, we are creating landing pages for each category, in order to optimize them for the keywords. Those landing pages have links to the listings related to them. Using the same idea, we have created pages related to the regions, and those pages include links to the listings located in them. The only problem that I see with that, is the number of links that some categories or regions could have. Is there a limit of recomended number of links per page, from a SEO perspective? We also have a main category page, that includes a list of all categories, and this page could also have a relatively high number of links. The pages have around 300 to 500 words, some include also images, some include videos. Many thanks for your help, Daniel

Jquery in top of page vs text on bottom page
Is it the best way to use jquery sliders on the top of your page to still get all your text above the fold and score in search engines? for example: http://www.wolf-howl.com/wp-conte... is much better to score high ranks in search engines than http://www.wolf-howl.com/wp-conte... ?? Thanks!

No index parts of a page?
Little bit of an odd question this, but how would one go about getting Google to not index certain content on a page? I'm developing an online store for a client and for a few of the products they will be stocking they will be using the manufacturers specs and descriptions. These descriptions and specs, therefore, will not be unique as they will be also used by a number of other websites. The title tag, onpage h1 etc will be fine for the seo of the actual pages (with backlinks, of course) so the impact of google not counting the description should be slight. I'm sure this can be done but for the life of me I cannot remember how. Thanks Carl
