This would not be the best way to go about obtaining links. There is no mention of if the links are relevant, if they are permanent, etc. It does go against Google's guidelines of buying links with the intent to pass pagerank and boost your rankings.

And remember that the toolbar pagerank reflects the PR of that individual page. Heck, you could have a link from SEOmoz on your profile page that has no PR at all and is no followed and nobody visits it and it won't do you a bit of good.
Also to look at -- are those 20 websites all connected in some fashion? On the same server farm? Have the same footer links? Have the same Google Analytics code? If they're all part of a network, it's really not going to do you any good.

To follow up with what Steve said, PR doesn't necessarily determine how you rank. PageRank is determined by how high the PageRank of the other sites that link to you. So having 20 PR3 sites linking to you won't give you too high of a PR, mostly likely will make it PR3 as well. Ranking higher has more to do with overall metrics, like Domain Authority, Page Authority, Domain Links, Page Links, Social Signals, Etc..

Remember, going from PR2 to PR3 is about twice as hard as going from PR1 to PR2. So there is no "X number of links will get you to the next pagerank level" because each is uniquely harder than the previous.
That said, I have a 8 month old domain name that has maybe 15 external backlinks from PR0-PR3 sites... that domain is currently PR3. However, I have a 2 year old domain with maybe 200 backlinks from PR0-PR6 sites yet is only has a pagerank of PR2.
Honestly, social engagement does so much more as well as great content. Plus, find some killer untapped keywords and rank well for them. My 8 month old PR3 site is generating revenue for me yet my 2 year old PR2 site isn't... and its all because of keyword research and rankings.

Tens of thousands of links to less than 10 pages from 1 domain
I was looking at 'Links to your site' in Google Search Console and noticed our website has around 60 thousand followed links to 8 pages from a single domain. This is happening because we run an ad on the referring domain (a blog) and the ad is in the sidebar along with other ecommerce stores in the same niche. As a result, our ad, and most of our competitor's ads, have links showing up across this blog's entire site. Are this many links, and the type of links, a problem for SEO? I'm wondering if it would be wise to discontinue this advertising. While we get a very modest amount of traffic as a result of the ad, it doesn't convert very well, and I'm wondering if there might be any SEO benefit to not having all of these inbound links from a single domain coming in. Value in .EDU Link When Listed on Internship Offered Page
My company is looking to hire an Intern and a university - ".edu" - has including the job description on a page with list of "Available Internship", which includes a list of 100 other companies looking for an Intern. Our profile includes a link to our homepage like all other listings. Question: do we know search engines will give zero value to such link as they can tell it is an Internship posting page or is there a good chance it will actually be quite a valuable link?

Wrong page getting ranked
Hi all, we have product category pages on our ecommerce web site and we also produce blog content (such as buyers guides, setup guides etc) to help with ranking and give our site some good quality, unique content. However we are sometimes finding that the buyers guide / blog content gets ranked by Google over our product category page. I'm hoping, if I give an example or two, some one smart out there may be able to point me in the right direction as to how we can avoid this and get the product category page ranked instead? You will see from my examples we are linking internally using the keywords from the buyers guides to the product category pages in order to show the most important page to Google for these keywords and are trying to structure the product category pages as well as possible to make it the most optimized page for the term. Example: Keyword "twin dvd player"... product category page: http://www.3wisemonkeys.co.uk/dvd/portable-dvd-player-car/twin-dvd-player/ ... blog page actually getting ranked for this keyword: http://www.3wisemonkeys.co.uk/advice-center/dual-screen-and-twin-dvd-player-explained/ Keyword "site radio".... product category page: http://www.3wisemonkeys.co.uk/audio/radio/site-radio/ .... blog buyer guide page actually getting ranked for keyword: http://www.3wisemonkeys.co.uk/advice-center/Site-radio-buying-guide/ Any help / pointers appreciated. Link Juice - Lots of Pages
I have a site, PricesPrices.com where I'm steadily building inbound links and pagerank. I have about 4600 pages on the site, most of which are baby products in the baby gear sector. There are many outdated items that aren't really my focus, but do pop up in long-tail search queries from time to time. My question is a pretty basic one. Theoretically if a site has say 28/100 link juice, then as you go deeper and deeper into the site, the link juice is divided more and more. My question: Is this really true or just a concept? My thoughts are to hide many of the products that i don't really need to focus on therefor passing more link juice to the products that remain, but I also don't want to that if it won't necessarily make the remaining pages rank higher or have more link juice. I also have to keep in mind the merchandising aspect of the site and providing a good user experience. If i only have 300 products on the site, there will be a ton of unhappy people who can't find the products they are looking for. Any thoughts and/or pointers in the direction of funneling that pagerank down into my site would be much appreciated. Thanks!
