Organic SEO for Local Towns

This is a fairly common question, but I am going to ask it again. I want to get ranked for many keywords: "hr outsourcing sheboygan", "HR outsourcing duluth", etc., all in my small state.
Doing some random research, there are few if any pages with exact match phrases in the URL, Title, Etc. = No competition) Moreover, Google is not popping google places ads for these terms.
My plan is to create fairly unique pages on my site optimized for each town. Right now, the pages are at 65% duplicate. I would assume that all of my pages will have some degree of duplication - there are similar elements on every page.
If I run the content through a duplicate content tester, is there a % of unique content that would be fairly safe to avoid the duplicate content slap? Yes, I know it's more complicated than that semantic, heuristic, etc. - just looking for some general guidelines.

This might work, but could be seen as doorway pages and could be penalized down the road.
After all you are creating pages for the sole purpose of targeting a keyword/area.
If you submit your company address, I guess google will show results in your area or near your area, so if you are competitve, it might not be necessary for you to create pages for each city near you.

Good sources of information for product page SEO from a manufacturers perspective
I'm working with a manufacturer whose product copy is used by many many many retailers online. This copy is typically exactly the same or very similar to their own brand website. We're ok with that as most of the time our brand website is seen as the source of the information. Retailers, however, aren't so ok. Understandably they want unique product description content but we can't supply that for every retailer. So I want to acknowledge that whilst unique product copy is important there are other factors that they should consider such as site usability, the frequency and recency or ratings/reviews, etc. I've skimmed through google and reviewed the message boards and can see a number of posts touching on this topic but I wonder if anyone can recommend good sources or care to share their insights? How updating a post can influence seo
I have just read this great post from moz blog: http://moz.com/blog/google-fresh-factor But I haven't found nothing about updating post date. If I edit an old great post (now ranked 2nd after several months in 1st serp position) does it be better if I also update the date of the post in the wordpress post edit page? SEO for a site in development
We've recently taken on a new client for an initial 6 months for SEO (until their new site is going live) to help build traffic to the site. They are currently getting a new website built so don't want work done on their current site... but due to the current structure it is making it difficult for us to improve rankings for a number of keywords. They are essentially a booking engine for services across the UK so it is just a home page with a search filtering through their services, locations and dates which leads to a results page. It is a combination of services and locations we need to target keywords for but there are no appropriate landing pages due to the site layout. The one thing they are happy for us to work on is the blog, so my question is would it be best to create landing pages on the blog targeting keywords such as 'sports massages in London' and build links to these pages? Then when it is time for the new site, with new appropriate landing pages, simply 301 redirect these pages? If anyone has any input on this idea or suggestions for other ways about it we'd be delighted to hear from you Thanks

Email in Local Search Directory Listings
Hi! I am relatively new to the world of SEO . . . let's say I'm still testing the waters. My role is at the company I work for is Local Search Specialist. I'm claiming/verifying/publishing listings for my employer's clients in attributing search directories. Yada yada yada. You guys are pros. Anyway, I have become apprehensive when listing a client's email in directories besides Google Places. I know that content matching between the client's website, Places, and attributing directories is a must; but spam is the worst. I'm trying to avoid spammers and sketchy directories contact the clients with sales pitches via email as much as possible. Should I create an additional email specifically for these directory listings and keep tabs to see if real people are using it as a means of contact? Not list the email at all? What should I do?!?!?!?!?!?!? Any insight/words of wisdom is appreciated!

What impact does cdn utilization have on SEO?
I've set up a new online store and prepping to roll out. I've implemented Amazon Cloudfront to host all of my static files: images, style sheets, javascript files and small template related images to assist in speeding up this Magento site. Any reason not to do this? What are the SEO implications of having images that arent' stored on the same domain? Does it make a difference if I refer to these files from the amazon cloudfront domain vs. seting up a subdomain like cdn.mywebsite.com? Thanks for any feedback.
