Meta description for Privacy Policy?

Hello guys,
Quick question about optimizing other pages on my woocommerce e-commerce store. Do I need to optimize pages like the cart page, checkout page, privacy policy, return policy, shipping policy, etc? Strictly talking about on page SEO for these pages, like meta titles, description.

I wouldn't for the cart and checkout, I would actually no-index them. The reason being is depending on what measure you are using for cart abandonment, having people land on those pages will skew your results. Also at the same time there is no good reason for them to enter on those pages so it will increase the overall bounce rate if people are entering on them.
Privacy policy, shipping, and return policy, I would not specifically no-index them, but I would not try to optimize them for anything other business name - page name. That being said, if you are like Costco and offer some amazing return policy that someone can return a product after 10 years for a full refund and it is a popular product; I might consider optimizing the return policy for that as well. Or if you are the only person that offers free international shipping on a large item like a baby grand piano or something. But if you fall in line with the rest of the industry I would just leave them as is and only optimize them for your business name - policy type. So then if people search for your business and return policy those pages will more than likely come up.

When doing this, Moz has identified multiple titles and urls that should be shortened and missing meta descriptions on my subdomain (a help center of sorts). Meta Title Pipes and Spacing
I've been doing optimization on a clients website and want to make sure I'm maximizing my characters. Does anyone have any feedback on the spacing in between the pipes ( | ) ? IE: Internet Marketing Company | Denver SEO | Brand Name Do the spaces before and after the pipes play a role in whether the search engines can distinguish the keyword or is it all considered one word if there is no spaces such as: IE: Internet Marketing Company|Denver SEO|Brand Name Any information will be super helpful. What's the best practice for handling duplicate content of product descriptions with a drop-shipper?
We write our own product descriptions for merchandise we sell on our website. However, we also work with drop-shippers, and some of them simply take our content and post it on their site (same photos, exact ad copy, etc...). I'm concerned that we'll loose the value of our content because Google will consider it duplicated. We don't want the value of our content undermined... Is it ok to use encoded special characters in meta titles?
I've read blog posts stating that encoding special characters in title tags is both ok and not ok. Any definitive answer out there? Do the extra characters from adding encoding count towards the total number of characters that Google displays in SERPs? Or do they just count as one character?
