Restaurant menu SEO: PDF or HTML?

Is it better to use a PDF or hard code restaurant menus (or any document for that matter) in HTML? I want the content to be indexed and thought PDF was the way to go for several reasons, but I wanted to get confirmation on this before I move forward.

For SEO I would recommend HTML, with the option to download a PDF. That being said you should also consider how much time is wasted on doing it HTML. Can the company earn more money by spending their time on something else? I mean how often do people actually search for a certain dish when they are about to go out for dinner. My bet is that they are more likely to do a search like: "Italian restaurant in downtown Berlin" rather then "Broccoli slightly roasted in white-wine". Do you see what I mean?

Should we remove category paths for better SEO?
We're looking to build some serious content and capitalise on long-tail keyword traffic for our sub-category pages, example for targeted keyword "designer dining tables". Example of current link: www.website.com/designer-furniture/designer-dining-tables.html Would removing the category paths help? Example result - www.website.com/designer-dining-tables More user friendly URLs and better for SEO would you suggest? Can a CMS affect SEO?
As the title really, I run www.specialistpaintsonline.co.uk and 6 months ago when I first got it it had bad links which google had put a penalty against it so losts it value. However the penalty was lift in Sept, the site corresponds to all guidelines and seo work has been done and constantly monitored. the issue I have is sales and visits have not gone up, we are failing fast and running on 2 or 3 sales a month isn't enough to cover any sort of cost let alone wages. hence my question can the cms have anything to do with it? Im at a loss and go grey any help or advice would be great. thanks in advance.

I have a web site that is going well but I think it could be better as far as usability and design. Also, I am sure an SEO professional would have some things to do to optimize. It seems though, that all the SEO companies either want to have along term contract or they don't work with my technology. What is the best top menu linking structure (for SEO) for my site: A or B?
I don't know if these two scenarios are any different as far as SEO is concerned, but I wanted to ask to get an opinion. On my website: http://www.rainchainsdirect.com you can see there is a top menu with "About" "Info" "Questions" etc. Some of these links lead to further pages that are essentially a indeces for multiple further links. My question is: in terms of SEO, is it better to A) have all links (that are now on the pages that the menu links lead to) displayed in a drop down menu directly from the top menu (and bypassing an intermediate page) or B) to have it as it is now where you have to click to an intermediate page (like "rain chain info") to get access to the links (and not have such a large drop down menu) Is there a difference in terms of SEO? In terms of useability it almost seems like a toss up between the two, so if there were better SEO value to one of the other, then I would choose that one. By the way, I know that the way it is structured now is strange, where there is only one drop down that leads to the same page as the top menu item, but that will be fixed, fyi. Thanks!
