How i can Reduce Spam score of my website

Hi everyone,
I'm reaching out to the community for some advice on improving my website's spam score. I've been using the Moz Spam Score Checker and my website, sngplbill.pk, currently has a score of 7%. While this isn't exceptionally high, I'd like to take steps to bring it down as low as possible, ideally under 1%.
One factor I've identified that might be contributing to this score is a number of backlinks pointing to my site has a much higher spam score (over 80%). (screenshot attached)
I'm wondering if the community has any recommendations for how to address this situation. Here are some specific questions I have:
Does disavowing the backlinks from spamy site seem like the best course of action?
Are there any other potential reasons why my website might have a spam score, even with these backlinks?
What general strategies can I implement to improve my website's overall SEO health and reduce its spam score?

@CMGL I found that the major factor that is increasing my website spam score is getting some links from high spam score website. i have disowed them. now i hope it will reduced to significat level

Creating a separate blog off our website
A while ago we purchased some domains that are related to our industry. I'm fairly sceptical about using them, but I am interested what peoples thoughts are. We are currently producing quite alot of engaging content and although it's industry related, it is sometimes quite broad and not always appropriate for our company blog. I have been debating whether or not it will be a good idea to use one of the domain names that we have purchased to create more of an industry blog that is off our website. I'm not sure if this is considered a "black hat" technique by using domains registered to us? Charity / Donation - Website and SEO
I have a prospective client looking to do SEO- they are a charity and have a fixed one time budget. (The budget is surprisingly high) They are looking to have their site ranked for "charities in (our city)" and "dental charities" and any keyword variations. Adwords shows significant search volume and ranking difficulty is moderate per SEOmoz keyword difficulty tool. On page will be fairly simple and well handled, but am looking more towards the authority and link building. I am going to tackle 3 top quality directories, Yahoo, BOTW, and Business.com (as well as DMOZ but i've never had luck). But was wondering if there were any other nationally recognized sources that mozzers know about that would be a good place to start to get some links to the site. The organization is a clinic that provides free dental work to veterans. I have never handled SEO for a charity before, and my first instinct is that getting a link to the site will be much easier to get than if I ask them to give money to the foundation, so they would be glad to do it. Is there a cost per acuqistion figure I can quote that if I hire an agency to link build that we can guarantee a level of increased traffic from Google?
I am looking to justify to a pubilsher the cost outlay to hire an agency to do white hat link building for me as we do not have time. (the site is fully optimised but we lack the inbound links our competitors have) - is there a way I can explain in terms of numbers ie page impressions that if we build for eg 10k high quality anchor text links into our site we will get x thousand more page impressions as our rankings in the search engines will increase? Just need a justification before the budget is allocated.
