Should I use my blog posts in a sub folder

Ok I did a search and didn't see an answer to this exact question. Most of them were about if a blog should be in a sub folder and not the blog posts themselves... so here it goes. I have a blog on my website the blog itself is in /blog/ but the blog posts themselves are situated in the root folder so it looks something like mydomain.com/cool-seo-blog-post/ Is there any reason I should change this and make it read mydomain.com/blog/cool-seo-blog-post/

The answer to this question is not a white/black one. From a strictly seo point of view, the closer a keyword is to the root directory the better. But you also need to think about Navigation, UI, customer experiance, and the overall strategy you are going to use for your business.
To give you a few examples: If you offer tools on your site you should have a /tools folder, if you have a portfolio you should have a /portfolio/example#1 If you are going to have a /blog you can use it for tips and stories, and then you can use the root folder for something more universal like root/whyisseoimportant
Whichever way you choose to set up your site navigation will be fine, but try to make it easy for customers to understand.

Use of '&' in meta title
Hi, I know that use of '&' would be helpful to save space and also add more keyword variation to the title tag. But just want to make sure if it matters if I use '&' in most of my title tags? And also is it common to use more than & in one title? Would the following title be different in Google's perspective regardless of the title length? Is it better to have different h1 for each page or have the same h1 across the site. I am using h1 fin wordpress for beside that I have 4 more h1 in the same page how to properly use h2 and h3 can we have muliple h2 on a page. what would be an ideal hx tag order be ? h1

How to overcome blog page 1, 2, 3, etc having no or duplicate meta info?
As the above what is the best way to overcome having the same meta info on your blog pages (not blog posts) So if you have 25 blog posts per page once you exceed this number you then move onto a second blog page, then when you get to 50 you then move onto a 3rd blog page etc etc So if you have thousands f blog pages what is the best method to deal with this rather than having to write 100s of different meta titkes & descriptions? Trying to SEO a site that used Header Tags for Design
I am trying to SEO a website that was built years ago and uses Header tags for design. The site must have 25 and tags used for design purpose. Is there any way to work around this problem? Perhaps a code that tells Google to ignore these as Headers? The web designers say that they are looking to fix the problem sometime this summer but you never know if that means it a month away or years away. I really want to help this website but I believe that the Header tags are one of the reasons that his site does not show in the top 100 rankings for any keywords. Landing Pages: New Domain or Sub Folder?
I use premise for landing pages. I have some extra domain names that are fantastic in my industry. I'm wondering if I should use those domains for these landing pages? The header, nav, footer, would be the same as my main site, the body and content would be totally different. will google penalize me if I have the same header and footer on a landing page?
