Because you will need to generate a new site map whenever you update your site or add Landing Pages it will be done using screaming frog and uploaded to the same place in the server. Unless you can create a dynamic sitemap  using whatever website of the  infrastructure structure using.

If you are running site has 50 plugins & 35 are active.

That is a ton of plugins so I can see the SEO's point you have 3x what I have seen even if a plugin is off it can still hurt your website when your not using a plugin remove it from the site.

GitHub tracks changes in code & problems.

I would move the site to a managed wordpress host like https://kinsta.com/ ,  https://servebolt.com or https://pagely.com

They will help you with the basics & keep the site running well.

Ask your dev why he needs all the plugins & why he can't do what they are doing with PHP he will have a good reason for some but I really debt for most.

If you cannot turn off  “Meta Noindex“ you cannot fix it with robots.txt I  suggest you contact the developer of the  Instapage  landing pages app. If it’s locked to no index as you said that is the only of for countering a pre coded  by the company Meta Noindex issue?

Cool, that's what I thought when I heard your description I just wanted to be very thorough because sometimes you get very little information and I appreciate you letting me know that.

dynamic  serving URLs are identical to each other so you should have a self-referencing canonical tag because the URL does not change the real canonical tag just decides what should be in the index and the same URL.

You're Rel canonical should be something like this example below

Example URL https://www.example.com/example-url/

because the end URL is the same and URL that you want to be indexed in Google you want to be certain that you have a self-referencing URL to prevent query strings and other things like that and you do not need to point a URL to an identical URL you just need a self-referencing canonical if that makes sense.

What was the changed about the site structure other than forcing a forward slash?

I would ask your dev to do a search and replace on the URLs putting them back to non “/“ then 301 t force a non forward slash you got a pick one or the other.

But if I was making a new site from scratch I would force use a forward slash.

If you are getting good results with the "state/city pages" referenced below and replace their conical tag it will not index

If you replace the state/city pages with the national level pages and the state/city pages are ranking well they will cease to rank well because you will have no index them.

I would us a different rel="canonical" only url for the canonical & kee the microdata link as just a link. 

I agree it is  probably Just the tool but from what I can see  mixing  microdata & the canonical is not the best way to go.

Using link research tools I was able to find out you have approximately Backlinks 569K with only Ref Domains 1K

that is not a great ratio.

One of the things I think that is extremely important that you know in conducting research on your site using builtwith.com I was able to find out that you have different canonical's for three of your four possible domains

• https://www.
• https://
• http://www.
• http://

This is something I noticed when looking at your site and has a lot to do with link equity all of your redirects are pointing to different URLs with different canonical's

If you need anyone to back up what Roman said he's exactly right.

You need to add the canonical to your site so it is self-referencing I would not add it to any URLs that have parameters/query strings or any URL that you want to be in Google's index.

In your example you show the same page twice I added https:// just to make it a full URL for the example and please do that when you add the canonical's

With the rel canonical, you're telling Google that your parameter is not something you want to rank for

You want https://domain.com/page.html to rank

** not**

**Page URL: https://domain.com/page.html?xxxx **

So as Roman said you would add a rel canonical like this below. Please keep in mind when you add these you must add HTTP or HTTPS depending on what your site is up for as well as www. or non-www. & always use absolute URLs

For example, search crawlers might be able to reach your homepage in all of the following ways:
