Nofollow link passing link juice

Can a link which is nofollwed pass link juice ?  Please see the discussion at -

I know this to be false. Further - I've seen them actually improve rankings where no other link building has taken place. They certainly do not pass all value but some certainly.

Both Google and Bing state in their documentation that they do not crawl no-follow links

I think by value you mean pagerank?

In short, it won't pass link juice but will still get crawled
