Bad to have "As Seen on" links sitewide

I've seen a lot of people saying that sidewide external links are a no-go. Does this also apply to links of a vanity variety? What I mean by this is "as seen on" links or links to awards given to the business? This intellectually seems okay to me, but I want to make sure I'm not shooting myself in the foot. Any evidence, case studies, anecdotal stories would be appreciated!

Instead of linking out to these other companies on every page of your site, consider making one big bragging page on your own site and direct all of those links to that page.
That should leak a lot less pagerank, a lot less traffic, and allow you to tell the visitor what you want them to hear. You can then link to these other websites from this interior page.

I had a Car Dealer Group in Virginia that gave itself a penalty because they had all of their websites (around 20) linked in the menu a couple times. Every time I removed them they would come back to the top of the search engines, and they would drop right back down when they added them back.
If you are worried about the site wides you could just nofollow them. I think Matt Cutts has a video on that.

What does Google consider a "Duplicate Title Tag?"
Do the title tags have to be exactly the same, or can they have some of the same keywords but different context? Hypothetical example: Home Page = Raising a Kitten, Tips & Tricks for a Healthy Cat Sub-Page = How to Cat-Proof your Home when Raising a Kitten Since both title tags has "raising a kitten," "cat" and "tips" would this be considered a "Duplicate Title Tag" even though the pages have completely different content in them? How many outbound links is too many outbound links?
As a part of our SEO strategy, we have been focusing on writing several high quality articles with unique content. In these articles we regularly link to other websites when they are high quality, authoritative sites. Typically, the articles are 500 words or more and have 3-5 outbound links, but in some cases there are as many as 7 or 8 outbound links. Before we get too carried away with outbound links, I wanted to get some opinions on how many outbound links we should be trying to include and more information on how the outbound links work. Do they pass our website's authority on to the other website? Could our current linking strategy cause future SEO problems? Finally, do you have any suggestions for guidelines we should be using? Thoughts on these footer links
I have a site that has about 20 footer links. A main Category and 4-5 links under each. The site is very large, so I feel they do have some value for navigation, and they don't blend in with the background at all. I know penguin was cracking down on footer links, but I don't feel theses are "spammy" links. Will it hurt long-term to leave these links, or should we pull them?

Should I include a "|" for better page title SEO results?
I have seen many sites that include the "|" in page titles and was wondering if there is some SEO value in the practice. Example: Product Name | Company Name Instead of: Product Name by Company Name I have not seen any value in it myself other than a good way to avoid stop words. I wanted to make sure. Currently I have the "by" included in the page titles.

Does it matter if a rel = "canonical" element is added to the beginning or the end of a URL?
I am curious to know if adding a rel = "canonical" tag to the end of a link element will affect its purpose?

Do external links drain PageRank?
Example: A page has 100 links, 90 internal links and 10 external links. The page has a Google internal PR of 1000. The question is: Is the pagerank that flows to the internal links being calculated taking into account all links on the page (internal + external) or only the 90 internal links? E.g. is the PR that flows to the internal links 1000/100 or 1000/90? Are links to external sites "votes" that do not affect the internal PR flow? Disclaimer: I understand that the maths behind the PR algo are more complex. This simplified example only serves to explain my question.
