Starting a new site's link campaign... how to approach it?

Over the last few years I have been building content in my niche that I believe rivals some of the best content out there and deserves some attention. Although I have a plan to produce alot more content which I believe will take the quality and quantity of my content into a position among the top 5 or top 10 sites in my niche in the next 1-2 years, I decided that making that massive investment in content production irrespective of a consistent marketing plan is a recipe for failure because I need the positive feedback loop from site visitors to begin now, not in 2 years.
Right now I'm in a position where I'm producing content that I think is better than alot of what's out there, and it's just not ranking the way I believe it should.
I think I need to do a legitimate link building campaign to establish the website a little more firmly and put it on more level ground with some of its competitors. In Majestic SEO's "fresh index", most of my site's immediate competition have no more than 500 new domains in their links, though the biggest one has some 2,000.
How can any link building effort I might take on possibly compare to links of this scale? Is there some "rule of thumb" for how many quality links I should aim for to get on square ground with some of the competitors on the lowest rungs? And if I try to build that many links at once, do I risk sending signals of untrustworthiness? (Assume I'm not going to be looking for any shoddy links, and in general will aim to follow Google guidelines.)

How do the powerful links of an old domain help my new domain?
I recently purchased a domain with over twenty years age, a few .gov links and A LOT of .edu links. Of course, the domain is relevant to my site's content. I'm hosting the domain on my shared server and have setup 301 redirects for each page that had external links pointing to it via the htaccess file within the domain's root directory. These 301 redirects, of course, point to my new domain, which is on a dedicated server. Specifically, they point to a directory on my new domain. I've also verified the purchased domain and my new domain on Google Search Console/Webmaster Tools. Finally, I've completed a google site change request for the old site to point to my new site. My questions: Should I also list my old domain on the dedicated server over the shared server or does it matter? Will the backlinks of the old site show up in my new site's links via Google's search console, Open Site Explorer, etc.? Will the backlinks of the old site improve the authority of my domain? Also, keep in mind that I have the 301 redirects pointing to a directory on my new site, not the root page of the new domain. Will the backlinks of the old site help my new domain's authority? In the eyes of Moz I've read, NO. I understand it's just a MOZ metric but from what I understand it also correlates with Google's actual 'authority' metric/method of giving value to a particular domain over another based on the backlinks. How exactly do the backlinks of the old domain benefit my new domain and is there a way to measure this/see the relationship? Thank you for any help you're willing to give!

Submitting pages to google to expidite them finding links to my site
Is it a good practice to submit a page linking to my site to expedite google finding the link or is it better to wait for the google spider to find it? Thanks, Ron!

Disavow Links - how do you know if it's worked?
I asked another SEO company to analysis my link structure (as I was too busy!) As I was flat lining on some work I was doing. They said I potentially had an algo penalty and that i need to do a disavow , even though I had no messages from Google saying I had unnatural links. stupidly I agreed to the disavow. Looking at Webmasters tools it seems they've submitted a bunch of links. Since they've done this traffic dropped by 60%, ranking dropped massively. In google Webmasters all the links which are meant to be removed are still showing. How do I know if the actual disavow has been done? And should I do a reconsideration request? Even though Google hadn't flagged an issue ??

When pitching a whitepaper as Push Content for Link Building, is it ok to give the person I'm pitching a link to a landing page with a form on it?
When pitching a whitepaper as Push Content for Link Building (i.e. pushing out content that my client has created), is it ok to give the person I'm pitching a link to a landing page with a form on it? Or should I create a landing page with the whitepaper included on it? I’m not sure if the client will be ok with this b/c I know they use the whitepaper for sales purposes to gain leads. For example, my pitch email would include a line such as this, "the whitepaper can be found at LINK and I'd love if you could share it with your readers." I think it may be weird/a little wrong to ask a webmaster to include a link on his site to a landing page with a form to get the whitepaper. Does this make sense? What have others done with whitepapers as Push Content for link building?

Help! Someone's inserted my link in the footer of another site!
There's a site in my industry where (I'm guessing on flawed SEO advice) all of their pages contain footer links to rival sites – with each page containing a different set of links. One page has a link to my site, which I've just found out from GWT as the link now produces a 404.

How do I help an author of family histories and biography's reach her niche's
Please have a look at this site for me http://www.louisewilson.com.au/ louise also has about six blogs on different books she has written. She has sold a few thousand copies which is great and has help people find out where they came from. Not many of these people have linked to her site's and she is not getting the traffic she deserve's for lots of long tail keywords and some broader ones. What simple on page changes can she make and what would be the best broader keyword's to go after. What would a good strategy be she has a very small ( tiny ) budget but can write and is enthusiastic , It's also a great way for her to be involved with people who are interested in simalar thing's. Oh yeah she has never used facebook of social networks how could she effectivly market her books and engage with potential reader's. Thanks in advance Oh and by the way Im not getting paid to help her Just incase you think i'm trying to get you to do my work for me. I just think this is an interesting case. I do do sales for an IT and SEO company but she is not one of our clients. So far I have just explained to her about keywords in titles meta tags and internal linking and just explained to her a bit about link building. But really need some help thanks very much.
